Laws on taxing parcels open the way to part of financial aid — Prime Minister

Prime Minister of Ukraine Serhii Koretskyi said during government question time in the Verkhovna Rada that the adoption of laws on the taxation of international shipments enables the preparation of documents to obtain part of the international financial assistance needed to cover the state budget deficit in 2026.

When Ukraine can receive funding

According to Koretskyi, passing the laws paves the way to preparing the necessary documents and submitting them to the European Commission. The government expects to receive part of the funds needed to cover the budget shortfall by the end of the year.

“This opens up the possibility for us to prepare the necessary documents, submit them to the European Commission and, by the end of the year, receive part — I emphasise, this is very important — only part of the funds that are urgently needed to close the 2026 fiscal deficit,” Koretskyi said.

Government unblocks payments

According to him, the government has already begun gradually unblocking previously suspended payments, with the expectation that those funds will ultimately reach the state budget. This is part of the preparatory work for submitting documents to the European Commission.

The government expects to receive part of the funds required to cover the 2026 budget deficit by the end of the year.

Defence funding has not stopped

“What I can say for certain: there has been no halt, no missed payments in the defence sector, as promised. Therefore there is cautious optimism that, together, we will complete everything in 2026. The government has fulfilled all promises without exception: by 15 October the resolutions, regulatory documents, motions, etc. — everything has been done. Now only the bills remain, which we must complete together with you,” Koretskyi added.

The Verkhovna Rada gave overall support to bill № 16051−1, which introduces value added tax (VAT) on goods from foreign marketplaces regardless of their value and envisages changes to the Tax Code of Ukraine. Deputies also revised the rules on financial monitoring of politically significant persons after the end of their mandates: the provision for an automatic reduction in risk level after one year was removed; instead, banks will continue to assess clients’ risks individually; the corresponding amendment was added to bill № 16051−1 on the taxation of international parcels.
