International Monetary Fund (IMF): risks of artificial intelligence could outweigh its benefits

On Monday the managing director of the International Monetary Fund (IMF), Kristalina Georgieva, said that the risks of artificial intelligence (AI) could outweigh its benefits without proper safeguards and an ethical foundation. She called for combining industry self-regulation with the involvement of key governments.

Georgieva noted that although AI is already strengthening the global economy, without rapid productivity gains the technology could trigger disruptive negative shocks. She compared the current development to Formula 1 racing cars speeding along without protective barriers for spectators.

The managing director emphasised the need to ensure access to digital infrastructure and electricity for all countries as part of measures to avert risks. The address demonstrated a call for a comprehensive approach — technical, ethical and political measures.

Developers’ positions and politicians’ comments

Anthropic co-founder Jack Clark picked up the analogy, joking about racing at night and the possible lack of brakes on the cars, and agreed that regulation should not be entirely voluntary. He backed the need to establish “standards of common sense” to instil confidence in the technology.

Clark said that Anthropic is already engaging external reviewers to audit data and test systems, and noted that setting standards begins through political frameworks in the European Union (EU) and commitments in the United States (US). He also welcomed transparency initiatives from SpaceX.

Deputy United States Treasury Secretary Erin Brown, at a separate press conference, said that the IMF is too focused on the risks and should pay more attention to the positive economic opportunities of artificial intelligence.
