The Cabinet of Ministers has simplified customs procedures for business during martial law

A resolution of the Cabinet of Ministers on changes in the customs sphere for the period of martial law has come into force in Ukraine, aimed at supporting businesses and simplifying customs procedures, reports the State Customs Service (State Customs Service).

Simplifications for businesses affected by attacks

Enterprises whose property was damaged by Russian attacks will be able to retain or obtain certain customs simplifications, including a reduced guarantee for payment of customs duties or exemption from it. To receive these simplifications, companies must confirm the impact of the attack on their financial position and submit a two-year financial recovery plan.

Faster coordination of inspections and procedures

Agreement on the timing of inspections, sampling and other procedures will be handled on the “single window” principle between the declarant, the State Service for Food Safety and Consumer Protection (State Service for Food Safety and Consumer Protection) and the customs authority. The coordination time must not exceed one working hour from the time proposed by the declarant.

Customs will inspect non-food products included in sectoral market surveillance plans according to defined risk criteria. This should streamline the control of such goods during customs clearance.

Import of components for armaments and further changes

A mechanism has been established for importing components for the production of armaments, paid for by foreign partners, without payment of import duty and value-added tax (VAT). This specifically concerns components for which payment is made by foreign partners.

The Ministry of Finance (Ministry of Finance), together with the State Customs Service (State Customs Service), continues work on additional changes aimed at reducing security risks in customs control zones; the relevant draft orders are currently undergoing approval procedures.
