According to experts from the non-governmental organisation NGO 'VPO Ukrayiny' (the abbreviation VPO stands for internally displaced persons — IDPs), an error in the address or passport details can cause suspension of accommodation assistance for internally displaced persons. In some cases it is enough to clarify the information for payments to resume.
Actions after refusal: check your data and resubmit
The first step is to establish the reason for the refusal and check documents and personal details. After correcting errors the application can be resubmitted via the Pension Fund of Ukraine or the centre for the provision of administrative services (CNAP).

If resubmission does not help, you should send a written request to the Pension Fund of Ukraine and obtain an official response. A refusal can be appealed at the Pension Fund of Ukraine or in court; in some cases assistance is restored automatically after confirmation of IDP status, correction of errors and updating of data.
Grounds for suspension of payments and income criteria
Reasons for suspension of payments may include: technical errors in address or passport details, return to the original place of residence, staying abroad for longer than the permitted period, use of forged documents or failure to meet property-related criteria. Assistance is also not granted if the average monthly cumulative income per family member for the last three months exceeds 10 380 UAH (the cumulative income is the total income per family member).
The cumulative income assessment is conducted for the last three months.

Some categories of recipients are exempt from income assessment — restrictions do not apply to them. On 22 October a new law changing the system of registration for internally displaced persons came into force; previously issued certificates remain valid, and it is not necessary to re-register or replace documents.
