Limits on petrol sales introduced in Nizhny Novgorod Oblast after strike

According to local authorities of Nizhny Novgorod Oblast, limits on the sale of petrol have been introduced after an attack by Ukrainian drones on the refinery «Lukoil-Nizhegorodnaftoorgsintez».

Local petrol stations (АЗС) may dispense no more than 40 litres of petrol per car, and filling canisters is prohibited. There are no restrictions on diesel.

Authorities will tighten control over the system under which the ability to refuel on a given day depends on the first digit of a vehicle’s registration number. At border petrol stations (АЗС) sales of fuel to cars from other regions will be restricted.

Police and Росгвардія will resume patrols at filling stations. Temporary bans have been imposed on the removal of fuel from local depots outside Nizhny Novgorod Oblast; an exception will be made for Міноборони and emergency response services.

The authorities warned residents against attempts to “stockpile” petrol for personal use and urged people to “refuel as needed, without creating a panic” so as “not to provoke a deterioration of the situation”.

Earlier the governor of Nizhny Novgorod Oblast, Gleb Nikitin, reported “significant damage” to an industrial facility in the Kstovo district as a result of an attack by the Armed Forces of Ukraine (ЗСУ) during the night and morning of 1 November. After that, queues formed at petrol stations (АЗС) in Nizhny Novgorod, Kstovo and Balakhna, and drivers began to refuel en masse.

NORSI, capable of processing 17 mln. tonnes per year, ranks fourth in capacity in the Russian Federation (RF) and second in petrol production. After the strike, a large fire broke out at the plant; Ukrainian monitoring channels reported that the AVT-5 and AVT-6 units were burning.
