The Cabinet of Ministers of Ukraine has adopted a decision on additional payments to specialists who restore critical infrastructure damaged by Russian shelling. Workers of emergency restoration brigades will receive 30 тис. UAH for each month of participation in restoration work.
Who the payments cover
State aid is provided for specialists who are directly involved in restoring facilities damaged by Russian attacks. The additional payments are intended specifically for those working on restoration tasks, not for all employees in the listed sectors.

The list of sectors in the government’s statement is described in general terms: it refers to workers who provide restoration of electricity, heating and water supply, as well as rail connections. The specific criteria for participation and verification of work are not detailed in the text of the decision.
When and how much will be paid
Additional 30 тис. UAH will be paid for each month of participation in restoration work, starting from November 2026 and until the end of the heating season. The decision was taken at the President’s instruction.
The government statement does not specify the detailed procedure for arranging and transferring the funds. The payment procedure and the documents required for calculation are to be defined separately.
Context and previous payments
According to Prime Minister Serhii Koretskyi, the scale of Russian attacks on critical infrastructure has become unprecedented, and since August 2026 more than 2,000 hits on critical infrastructure facilities have been recorded. Due to damage to power networks and other facilities, repair crews have had to repeatedly restore the same sections.
An earlier programme of additional payments for emergency restoration brigades was already in place, and the relevant categories of workers were entitled to support of 20 тис. UAH per month. In the autumn the President instructed the government to resume support, and the new decision provides payments of 30 тис. UAH.
