Law No. 889‑VIII allows civil servants to receive two material allowances within a single month under certain conditions.
When two allowances can be paid simultaneously
Two types of payments may be made if an official has applied for annual main leave, which automatically entails a cash allowance for recuperation, and in the same month has applied for material assistance to resolve social and household issues. In such a case, the provisions of the law do not prohibit awarding both payments at the same time.
The cash allowance in connection with annual main leave is provided for by part 1 of Article 57 of the Law “On Civil Service” and is mandatory, whereas social and household material assistance is granted on the basis of a separate request by the official.

What the payment amounts may be
The amount of the ‘leave’ allowance will roughly correspond to the current salary. The report notes that it is currently determined as a lump sum, although a specific formula is not provided.
The amount of material assistance to resolve social and household issues cannot exceed the average monthly salary. According to the source, the average accrued salary of employees of central executive bodies in July 2026 amounted to 68.22 thousand UAH, which is 5.6 thousand UAH higher than last year.

Conditions and procedure for providing social and household assistance
The right to material assistance to resolve social and household issues is provided for by part 2 of Article 54 of the Law “On Civil Service”, and the mechanism for granting it is defined by Government Resolution No. 500 “Procedure for providing civil servants with material assistance to resolve social and household issues”.
The assistance may be provided once a year, and the decision to award it depends on management and the availability of funds in the payroll. Social and household material assistance is not a guaranteed payment, unlike the ‘leave’ allowance. Those seeking such assistance must submit a separate request for its consideration.
