The Ministry of Health of Ukraine (MOH) is working on amendments to Cabinet of Ministers resolution No. 28 of 13 January 2023 and proposes raising the minimum pay levels for employees of state and communal healthcare institutions in 2027.
Proposed minimum pay levels have not yet been published
In the draft amendments the ministry notes: “It is proposed to set the minimum pay at the following levels:” — specific amounts are not present in the source text. The MOH is not currently providing final conditions for their introduction.

The draft text expresses an intention to change the minimum pay levels for employees of state and communal healthcare institutions, but does not specify effective dates or calculation mechanisms.
Increase will depend on the budget and the medical guarantees programme
The MOH has identified pay as a priority for the allocation of additional funding within the medical guarantees programme for 2027. The possibility of an increase will depend on the financial resources provided in the draft State Budget of Ukraine for 2027.
Final minimum pay levels, the conditions and timing of implementation will be determined after budget appropriations for 2027 are approved and relevant decisions are taken by the Cabinet of Ministers.
Current average salaries in the sector, cited in the source
Full-time employees of healthcare institutions received on average 18.5 thousand UAH (September 2025). At the MOH the average salary of specialists is 39.4 thousand UAH, and of employees of the patronage service — 56.1 thousand UAH.
The salary of heads of structural units at the MOH is 66.2 thousand UAH, which is indicated as 3.5 times higher than the average salary of full‑time hospital staff.
