The Department of Cyberpolice and the Main Service Centre of the Ministry of Internal Affairs (MIA) warn about a fraud scheme related to issuing «VIP» vehicle licence plates in Ukraine. Perpetrators offer to arrange a plate through intermediaries, guarantee a desired combination outside the official service, or obtain a plate without registration in order to extort money.
How official booking works
You can view available, choose or reserve a licence plate via the Driver’s Cabinet. To do this you must log in, go to the “Electronic services” section and select “Reservation of licence plates”.
The service allows you to select the region, the service centre of the Ministry of Internal Affairs (MIA), the vehicle type and to view available combinations in real time. It is not possible to pre-order the manufacture of a licence plate by phone, via messengers or on third-party resources; when searching for a desired combination you should periodically check its availability yourself in the Driver’s Cabinet or on the website of the Main Service Centre of the Ministry of Internal Affairs.
Reservation holding period and procedure for receiving the plate
A reserved plate is held for the applicant for 15 calendar days. To obtain it, you must contact the relevant service centre of the Ministry of Internal Affairs (MIA) to register or re-register the vehicle.
During the registration or re-registration procedure the plate is assigned to the vehicle. The final paperwork and issuance of the relevant documents take place at the service centre.
Cost of reservation and paid combinations
The cost depends on the chosen combination and the vehicle type. A desired combination of digits costs 360 UAH, and designated paid combinations range from 2,400 to 96,000 UAH.
Reservation fees are charged separately, as are registration services, manufacture of the licence plate and the vehicle registration certificate. You can check the current prices on the website of the Main Service Centre of the Ministry of Internal Affairs (MIA).
What to watch for and how to act safely
When choosing a licence plate, be wary of dubious offers or demands for advance payment outside official channels. Such circumstances should prompt you to verify the offer and avoid rushing into payment.
Do not give strangers your login details for the Driver’s Cabinet, bank account details, passwords or confirmation codes. Use the official Driver’s Cabinet, check the availability of a combination directly in the system and verify the price against the tariffs on the website of the Main Service Centre of the Ministry of Internal Affairs (MIA); do not pay for unofficial “reservation services” and do not trust promises to circumvent the established procedure.
