Cost of rebuilding Ukraine rises to $587.7 billion, most needed for transport

According to the World Bank, the projected cost of restoring Ukraine after the full‑scale invasion has risen to $587.7 billion. The largest shares of funding will be required for rebuilding transport, energy and housing, and the overall sum has increased by almost $239 billion from the initial 2022 estimate.

How the estimate has changed since 2022

The series of Rapid Damage and Needs Assessment (RDNA) reports is published annually in partnership with the Ukrainian government, the European Commission and the United Nations (UN). Five such reports have been published to date, assessing direct and indirect damage and the projected cost of reconstruction.

The first RDNA report was released in September 2022 and covered the period from February to June; based on that assessment recovery needs were estimated at $349 billion. Compared with this baseline estimate the projected recovery amount has risen by $238.7 billion.

Largest needs by sector

Of the projected expenditures, $96.3 billion is allocated to transport, $90.6 billion to energy and $89.8 billion to housing. These sums reflect both repairs to damaged infrastructure and the costs of reconstruction and modernisation.

The calculations apply the BBB — “Build Back Better” principle, meaning the aim is not merely one‑to‑one replacement but the use of modern principles and technologies in construction and repair. The next RDNA‑6 report is most likely to be published in February 2027, and it is expected to show further increases in recovery costs due to continued attacks on enterprises across different sectors.
