Ukraine’s Minister for Recovery, Infrastructure and Transport, Mykola Kalashnyk, said that the Recovery Agency is building six backup boiler houses in Kyiv that are intended to secure heating for residents in case the main heat-generation sources are damaged.
Backup boiler houses in the capital
The Recovery Agency is erecting six standby heating facilities in different districts of Kyiv. The boiler houses are designed to operate during emergencies when primary heat sources are unavailable.

At a meeting of the State Commission on Technogenic and Environmental Safety and Emergencies they determined the next steps for using these boiler houses in emergency situations. The statement did not specify exact commissioning dates or technical details.
Preparing water supply and civil protection
Participants at the meeting also discussed uninterrupted water supply and measures in case of source contamination or infrastructure damage. To this end, they plan to build stocks of reagents, ensure laboratory monitoring and backup power, and develop emergency water-supply schemes for communities.

The meeting heard a report from the State Emergency Service of Ukraine (SESU) on the operation of the civil protection system and focused on tightening control over the implementation of the commission’s earlier decisions. “In the context of ongoing Russian attacks, every community must have trained teams, the necessary reserves and a clear plan of action to keep people supplied with heat, water and access to essential services,” emphasised Mykola Kalashnyk.
