Houses in villages for internally displaced persons (IDPs) — the Cabinet of Ministers of Ukraine’s two-year experiment

The Cabinet of Ministers of Ukraine approved Resolution No. 751 of 10 June 2026, which launched an experimental project to provide housing for internally displaced persons (IDPs) in rural areas. The resolution came into force on 17 June 2026, and the experiment is planned for two years.

Mechanism for transfer and use of the houses

The programme provides that a community may purchase a residential house in a village or settlement and hand it over to internally displaced persons (IDPs) for temporary free accommodation. After purchase, the houses become municipal property of the territorial communities and are used for IDP accommodation.

This is not a free transfer of ownership: the displaced person receives the right to use the house but does not acquire ownership. Accommodation is provided for up to three years, with the possibility of extension by agreement, and the agreement may be terminated early if the family purchases or receives other housing.

Funding and compensation limits

The state has allocated up to 500,000 UAH for the purchase of one house; this sum includes taxes, fees and document-registration costs. If the cost of a house exceeds 500,000 UAH, the difference may be financed from other sources on a co‑financing basis.

As an example of co‑financing, the source mentions the possibility of covering the difference from local budgets or other sources not prohibited by law. The state subvention is intended to be the primary payment mechanism for purchases, but it does not preclude additional funding.

Eligibility criteria for housing applicants

The programme is open to internally displaced persons (IDPs) who left areas of active hostilities or temporarily occupied territories included in the relevant official list. One of the main requirements is that the applicant and members of their household do not have habitable housing on territory under the control of Ukraine.

People whose previous housing was destroyed or damaged to the point of being uninhabitable may also apply, provided they have not received compensation for destroyed housing and no decision on such compensation has been made. The resolution sets restrictions on the use of housing vouchers, the purchase of a land plot and the acquisition of a vehicle.
