The author of the petition has proposed changing the fare system for Kyiv’s municipal transport, in particular introducing a transfer ticket and new rates for travel passes.
Under the initiative, a single trip would remain 30 UAH, and a 60–90-minute transfer ticket is proposed at 45 UAH. This ticket is intended for passengers switching to another mode of transport so they do not have to pay the full fare for each part of their journey.

The petition text mentions a tariff grid for the capital’s municipal transport. The document proposes different payment levels for types of transport.

Separately, a monthly pass of 1200 UAH and an annual pass of 12 000 UAH are proposed. In the author’s view, this would encourage passengers to buy tickets in advance and provide revenue to support and develop the network of municipal transport operators.
The author proposes leaving concessionary travel unchanged; the costs of transporting privileged categories should be covered by the city budget. He also emphasises that this is important for residents of outlying districts, in particular Vynohradar and Troieshchyna, and believes the system will help attract more passengers and reduce the number of private cars on the capital’s roads.
