Prime Minister Serhiy Koretskyi on 30 October in the Verkhovna Rada said that responsibility for installing mobile shelters and investing in them should lie with the military and city administrations and territorial communities.
Who should provide the shelters
“With regard to mobile shelters — this is a joint task and the responsibility of military administrations, city administrations and territorial communities, which must install and invest in these shelters,” the head of government said. He added that businesses can partially take part in the installation of such protective structures.

Requirements for businesses and preparation deadlines
The issue of equipping shelters became pertinent after the introduction of new operating rules during the “yellow” level of air raid alert. The Ministry of Economy and the Environment of Ukraine reminded businesses that they must prepare enterprises to operate under the new safety requirements by 4 December.

Resolution of the Cabinet of Ministers of Ukraine No. 1092, which sets out the procedure for the operation of business entities in the event of a declaration of the yellow threat level, came into force on 4 September 2026. Under Resolution No. 1128, in cases provided for by law an enterprise may arrange a safe space directly within its building, giving small and medium-sized businesses the opportunity to adapt premises without constructing a separate protective structure.
