Finance Minister Serhii Marchenko said on the podcast ‘Follow the Money’ (Anti‑Money Laundering (AML) HUB) that creating a unified register of bank accounts and individual safety deposit boxes does not envisage disclosure of information on balances or the movement of funds.
What information the register will contain
According to the minister, the register envisaged by draft law No. 14327-d will contain only the identification details of account holders and information about the banks where those accounts are opened. There will be no data in the register on account balances, the movement of money or the contents of safety deposit boxes.

Marchenko explained that the register is intended to simplify the work of law enforcement during financial investigations. “Instead of sending requests to 50 banks, they can send a request to three specific banks where they see these accounts exist. How will this affect citizens? In no way. No one will even notice it,” the minister said.
Register in the context of joining the Single Euro Payments Area (SEPA)
Marchenko emphasised that creating the register is part of the legislative changes needed for Ukraine to join the Single Euro Payments Area (SEPA). He noted that Moldova, Montenegro and Serbia advanced these changes much more quickly.

The minister links the delay in passing the legislation to postponements in the opportunities for Ukraine’s integration into the European payments space. Earlier the European Commission called for accelerating the adoption of the bill and for removing provisions that allow postponing the launch of the registers and authorised access to them.
What stage the draft law is at
The revised draft law No. 14327-d was registered on 6 April 2026. According to the Verkhovna Rada, as of 8 November the document is awaiting consideration by parliament.
In December 2025 the Cabinet of Ministers approved a package of bills necessary for Ukraine’s accession to the Single Euro Payments Area (SEPA).
