Summary of the decision
Private gas-production companies have been granted the right to export up to 15% of their monthly production. Revenue from sales abroad will be used to protect gas-production facilities from Russian attacks and to strengthen Ukraine’s defence capabilities.
The press service of the Ministry of Energy said this in a statement available at the link here. The decision also sets time frames for exports and mechanisms for their rapid suspension in the event of a threat of shortage.

Why this is possible
The decision is based on current figures for the gas balance. There are currently almost 15.8 billion cubic metres of gas in underground storage, which is 2.6 billion cubic metres above the minimum level and 1.2 billion cubic metres above the target projected level of natural gas. Therefore, part of the resources are considered free for temporary export without risk to domestic supply.
In addition to reserves, the forecast for 2026–2027 has been taken into account, which, according to the ministry, allows this policy to be implemented without affecting the fulfilment of domestic needs during the autumn–winter period. At the same time, instruments are in place to quickly halt exports if the situation deteriorates.

Why now
The decision was made in the context of existing stocks in underground storage that exceed the minimum and target levels. This creates a window of opportunity to use the surplus to support defence without increasing risks for consumers.
The ministry also noted that the balance for 2026–2027 allows exports to be carried out during defined periods while guaranteeing the ability to promptly limit or stop supplies in the event of a crisis on the domestic market.
Who will be affected and how
Private gas-production companies will have the right to export up to 15% of their monthly production. Proceeds from such sales will be directed to protecting facilities from attacks and to strengthening the country’s defence capabilities, changing the source of funding for security measures in the sector.
Exports will take place from 1 March to 30 November each calendar year. From 01 December to 28 February natural gas exports will not take place. The decision also provides mechanisms for the rapid suspension of exports in the event of a threat of natural gas shortages or a crisis in the domestic market.
