The National Bank of Ukraine (NBU) adopts a third package of measures to support lending to the economy

The National Bank of Ukraine (NBU) has adopted a third package of regulatory measures to support lending to the economy in response to the deterioration of the security situation.

The deposits section on its website has been updated to make it easier to compare rates and terms at Ukrainian banks.

The changes are aimed at the defence‑industrial complex (OPK) and the energy sector, and at preserving access to financing for companies affected by the war. This will enable companies in the OPK and the energy sector to obtain larger volumes of lending secured by state contracts.

Banks have been given the right to assess the ability of affected companies to service debt based on forward‑looking performance indicators. The provision will apply to companies whose assets have sustained significant damage, destruction or mining, regardless of their location.

The document also simplifies approaches to assessing credit risk under state lending support programmes. This should allow the recovery potential of businesses to be taken into account when evaluating credit risk.

“Banks will be able to retain a group or simplified credit‑risk assessment and will not initiate procedures for managing problem assets in the case of overdue revenues that are subject to partial compensation by the National Development Institution,” the regulator wrote.

Earlier, the NBU changed the financial‑monitoring rules for banks and non‑bank institutions. The regulator clarified the procedure for registering and deregistering non‑bank institutions that are under its supervision with the specially authorised body, and also updated the rules on information exchange between institutions and SUO.

What to watch in the coming days: the NBU official exchange rate, the interbank market (trading between banks), the cash (retail) exchange rate, the discount rate (the NBU policy rate), interventions (NBU operations in the foreign‑exchange market) and the dollar index DXY (the US dollar value index). Also monitor changes in approaches to credit‑risk assessment and the terms of state lending support programmes.
