According to Instytut doslidzhennya avtotrynku, if an application to sell a vehicle in «Diia» receives the status "Rejected", the seller and the buyer are advised to check the documents and the terms of the online service and, if necessary, contact the territorial service centre of the Ministry of Internal Affairs (MVS) to determine the reason for the refusal.
Which vehicles can be sold via «Diia»
Through the app, individuals can complete the sale only of a passenger car, motorcycle or moped; trucks and trailers cannot be processed through «Diia». The service is intended for the first sale of a vehicle of the relevant type within a calendar year.
For a subsequent sale, as well as for trucks, buses, trailers, semi‑trailers and some other types of equipment, in‑person registration at an MVS service centre is required.

Main groups of reasons for application rejection and resubmission
Reasons for rejection are grouped into several categories: problems with documents, legal restrictions or data mismatches. If there is no obvious error, the basis for the refusal can be determined at an MVS service centre during a check of information in the state registers.
A second attempt makes sense for simple technical or documentary errors: updating the app, activating «Diia.Sign», correcting data or restoring a document. However, if there is a seizure, a prohibition on disposal, a vehicle being listed as wanted or an enforcement proceeding, the legal reason must be resolved first.

Registration at the MVS service centre and steps
The purchase and sale agreement can be completed directly at an MVS service centre; an administrator will show which restriction was found and which document or decision is needed to remove it. Before visiting, it is recommended to check the current list of documents and book an appointment through the official services of the State Service Centre (ГСЦ) of the MVS.
If, after checks of the registers, the basis for the refusal is established, the service centre will determine which actions are needed to complete re‑registration or to perform the transaction in person.
