Businesses must equip shelters by 4 December 2026

The Ministry of Economy and Environment of Ukraine reminded businesses of the need to prepare enterprises to operate under the new safety requirements by 4 December 2026, following the entry into force of Cabinet of Ministers Resolution No. 1092 of 4 September 2026.

Who the new requirements apply to and the timelines

Resolution No. 1092 sets out the operating procedure for business entities in the event of a yellow threat level being declared. Enterprises that have a protective structure, a permanent or temporary shelter, or are located in dual-purpose buildings can continue to operate as normal under a yellow threat level.

For enterprises without a shelter a three-month transitional period has been established — until 4 December 2026. During this time they may continue to operate as normal and prepare measures to ensure the safety of employees and visitors.

Options for arranging shelters or safe spaces

According to Cabinet of Ministers Resolution No. 1128, businesses are not required to build a separate protective structure in all cases. In circumstances provided for by law, an enterprise may arrange a safe space directly within the building.

For small and medium-sized businesses, this option makes it easier to adapt premises to the new requirements without the need to construct a full-fledged shelter. By 4 December enterprises must check which solution complies with their premises and the law, and, if necessary, equip a shelter or safe space.

Budget figures for protective structures in Kyiv

Kyiv city authorities in 2026 allocated 2 148 145 000 UAH for the construction of new and the repair of existing civil defence protective structures (shelters). This is mentioned as a planning indicator for financing works in the city.

In 2025, a nearly identical sum was directed exclusively to new construction of protective structures, the source notes.
