Water tariff in Ternopil could rise to almost 100 hryvnia

According to preliminary calculations by the municipal enterprise Ternopilvodokanal, in 2027 the combined cost of water supply and wastewater services for households could be 98,99 UAH per m³ with value-added tax (VAT).

Proposed tariff level

The draft calculations of economically justified tariffs were published on 7 October on the websites of Ternopilvodokanal and the Ternopil City Council. The document refers to the proposed tariffs excluding VAT; with 20% value-added tax (VAT) the combined cost would be 98,99 UAH per m³.

The draft document provides cost calculations, but the list of tariffs excluding VAT is not detailed in the source. At present these are preliminary calculations by the enterprise that may be revised after verification.

Reasons for the possible tariff rise

The enterprise cites a substantial debt as one of the reasons for reviewing tariffs. As of 30 September 2026 the overdue debt of Ternopilvodokanal to the Ministry of Finance under subloan agreements within the World Bank–funded project amounted to 5,835 million dollars, which in UAH equivalent is about 261 million UAH.

Other factors affecting the cost of services include expected increases in expenses for electricity, fuel and lubricants, taxes and other needs.

Approval procedure and access to documents

No final decision on the new tariffs has yet been made: the calculations must be checked by the Ternopil City Council. The head of the enterprise’s planning and economic department, Volodymyr Vodoviz, explained that the municipal enterprise must annually calculate economically justified tariffs and submit them for consideration by the local self-government authority.

Specialists from the city council will review the submitted calculations in the near future, but it is currently unknown whether the existing tariffs will be revised. The water utility also notes that, based on preliminary calculations, it does not currently expect a substantial tariff increase.
