The Ministry of Education and Science of Ukraine (MES) announced that students who enrolled in the first year of bachelor’s or master’s programmes in 2026 and are entitled to a state grant must confirm their certificate in the mobile application «Diia» within the established period.
Deadline for confirmation: from 15 September to 25 October 2026. Certificates began arriving automatically in «Diia» from 15 September.
How to confirm the grant in «Diia»
The academic grant certificate is delivered automatically to the mobile application «Diia», and to confirm it you must apply the remote qualified electronic signature «Diia.Signature» («Diia ID»). «Diia.Signature» is a remote qualified electronic signature that allows you to sign electronic documents in the app.
To activate «Diia.Signature» you need to read with an NFC-capable smartphone the chip of a biometric document — an ID card or an international passport. Details of the procedure are available on the «Diia» website.

Eligibility and the procedure for selecting a certificate
If an applicant has been admitted to several specialities and meets the programme conditions, they may receive several certificates, but only one can be confirmed. Confirmation is carried out in the «Diia» app via the electronic signature.
An academic grant is a non-repayable state aid to co-finance fee-based study at higher education institutions that does not entail additional obligations, including mandatory work after graduation. Grants are available to students who meet the established requirements and study at an institution participating in the experimental project of the Ministry of Education and Science of Ukraine (MON).
Grant amounts and selection criteria
The academic grants programme in 2026 was extended to applicants to master’s programmes based on a bachelor’s degree, and the base support amounts were increased. The exact grant amount and the grounds for awarding it will be specified in the electronic certificate.
Amounts may be adjusted by support coefficients for certain specialities — 1.3 or 1.5. For applicants to bachelor’s programmes and to medical, pharmaceutical and veterinary master’s programmes, the results of the national multi-subject test (NMT) are taken into account. For master’s programmes based on a bachelor’s degree, the results of the unified entrance exam (EVI), the unified professional entrance test (EFVV) and/or the unified creative entrance examination (EDKI) are considered.

Regional coefficients and the procedure for reinstating the grant
Applicants who in 2026 completed full secondary education in Zaporizhzhia, Mykolaiv, Sumy or Kharkiv oblasts and enrol at a higher education institution in one of these regions are entitled to an increased coefficient of 1.5 to the amount of the state grant. The coefficient does not apply to those from these oblasts who chose to study in other regions, nor to students from other oblasts who enrolled in higher education institutions in the specified regions.
The grant amount for the second and subsequent years of study is calculated taking into account changes in the contract cost for the respective educational programme, but such an increase cannot exceed the officially determined inflation rate for the previous calendar year. In the event of technical problems, a certificate may be reissued under a separate procedure and timeline.
Reinstating the grant after unenrolment
A grant can be reinstated after unenrolment if the student returns to study within two years from the date of unenrolment and meets the programme conditions. Reinstatement can take place at the previous institution or at another higher education institution.
If it was not possible to confirm the certificate within the established period due to technical reasons, a separate procedure for reissuing the certificate is applied. A separate reinstatement mechanism under the programme conditions also applies to restoring a grant after unenrolment.
