Pension Fund of Ukraine (PFU) explained how the heating-season subsidy is calculated

The Pension Fund of Ukraine (PFU) explained how the amount of a housing subsidy is determined: it depends on a household’s average monthly total income, which includes wages, pension, social payments and other receipts. The period for which incomes are taken into account depends on when the assistance is granted.

Which incomes and the period are taken into account in the calculation

The household’s average monthly total income includes wages, pension, social payments and other receipts. The calculation period depends on when the housing subsidy is granted.

Total income is determined as the average monthly amount of these receipts over a specified period. For different subsidy appointment dates the PFU uses different quarters or months for the calculation.

How pensions and actually received payments are taken into account

For pensioners, separate rules are applied when determining income: the amount of the accrued pension for a given month is taken into account. In its examples the PFU uses the amount of the accrued pension for August 2026.

Certain types of income are accounted for by the amount the person actually received. The average monthly amount of such incomes is calculated by dividing their total sum for the period by the number of months during which they were received.

Examples of subsidy calculation

The PFU provided three examples illustrating how the average monthly total income is calculated for assigning the subsidy depending on changes in the type of payments and employment.

Example 1. Change from state social assistance to a pension

A person living alone applied for a subsidy in May 2026. Their pension was awarded from March 2026; from January 2025 to February 2026 they received state social assistance of 2 361 UAH per month. For the award from May 2026 the average monthly total income was taken as the actually received amount of 2 361 UAH.

When the subsidy for the heating period starting October 2026 is calculated automatically, the PFU computes income for the period of the first and second quarters of 2026. In January–February the person received state social assistance of 2 595 UAH, and in March–June — the pension; the amount of the accrued pension for August 2026 is 3 500 UAH.

(2 595 + 2 595 + 3 500 + 3 500 + 3 500 + 3 500) / 6 = 3 198.33 UAH.

Example 2. Working and pension at the same time

A person living alone applied for a subsidy in October 2026. Their pension was awarded in June 2026, but they continue to work. For the award from October 2026 the average monthly total income is taken for the first and second quarters of 2026, and the pension — for August.

In January–June the person received wages of 6 200 UAH per month, and the amount of the accrued pension for August 2026 is 3 100 UAH. The PFU gives the calculation: (6 200 + 6 200 + 6 200 + 6 200 + 6 200 + 6 200) / 6 + 3 100 = 9 300.00 UAH.

Example 3. Stopped working after retiring

A person living alone applied in October 2026. They are not working; their pension was awarded in June 2026. In January–May the person worked with a salary of 9 000 UAH per month, and the amount of the accrued pension for August 2026 is 5 100 UAH.

When calculating the subsidy from October 2026 the PFU takes into account only the amount of the accrued pension for August, i.e. 5 100 UAH.
