Housing assistance for internally displaced persons (IDPs) in 2026 amounts to 2 000 UAH per month for adults and 3 000 UAH for children and persons with disabilities. The right to continue payments depends on income: the average monthly total income per family member must not exceed 10 380 UAH, and the total payment period is limited to six six‑month periods, i.e. 36 months.
The rules are set by the Procedure under Cabinet resolution No. 332 as amended by Resolution No. 390 of 18.03.2026. Below we explain who receives assistance as of October 2026 and the reasons payments may be stopped.
Amounts of accommodation assistance in 2026
2 000 UAH for adults, including pensioners
Adults without disabilities, including pensioners, receive 2 000 UAH per month. A working‑age person who is unemployed must find work within three months, register with an employment centre or register as an individual entrepreneur (FOP), otherwise their payment is stopped.
3 000 UAH for children and persons with disabilities
The increased amount of 3 000 UAH is paid to children under 18 and persons with disabilities. Assistance is calculated for each family member in the Unified Database of IDPs and paid to one authorised person.
Child payment without checking parents’ income
From 1 February 2026 assistance for children is assigned regardless of parents’ income if the family meets the asset criteria. Children under 6 receive it without additional conditions, while children aged 6–18 only receive it if the family lives in a combat zone or the child studies where they actually live.
| Category | Amount/month | Income condition | Term |
|---|---|---|---|
| Working‑age person | 2 000 UAH | Up to 10 380 UAH per person, employment or registration with an employment centre | Up to 36 months |
| Non‑working person, pensioner | 2 000 UAH | No income check if pension is up to 10 380 UAH | Up to 36 months |
| Person with disability (groups I–II) | 3 000 UAH | No income check | Up to 36 months |
| Child | 3 000 UAH | Not dependent on parents’ income from 01.02.2026 | Per 6‑month period |
| Child with disability, orphan | 3 000 UAH | No income check | Up to 36 months |
Income limit and asset criteria
Average monthly income up to 10 380 UAH per person
The limit equals four times the subsistence minimum for persons who have lost their working capacity as of 1 January of the year the decision is made: 2 595 × 4 = 10 380 UAH. Income is calculated over three months, and monetary compensation of a servicemember participating in combat is not counted.
Deposits and real estate
Asset restrictions apply for the three months prior to application and throughout the payment period. The Pension Fund of Ukraine (PFU) lists the circumstances that disqualify someone from payments:
- more than 100 000 UAH on deposits or in domestic government bonds (OVDP) on the 1st day of the month of assignment or payment;
- purchase of housing or land costing more than 100 000 UAH;
- purchase of foreign currency or precious metals for over 100 000 UAH;
- ownership of suitable housing in territory without combat operations exceeding 13.65 sq.m per person;
- receiving a housing subsidy for rent.
Vehicles and purchases
A family will be refused if a member bought a vehicle less than five years old, except for mopeds and trailers. Ownership of an older car bought earlier does not affect entitlement.
Payment period: up to 36 months
Who the extensions affect
Resolution No. 390 of 18.03.2026 increased the maximum number of six‑month periods from four to five, and Resolution No. 1087 of 03.09.2026 added a sixth period from 1 September 2026 to 28 February 2027. This mainly concerns pensioners, persons with disabilities and families with children.
How months of receipt are counted
Each period lasts six months and the month of application is paid in full. Periods received before 2026 also count toward the limit, so a family with five periods may receive one more.

What happens after the term expires
After the sixth period the payment is stopped unless the government adopts a new extension, even if the family meets other criteria. IDP status is retained, as is eligibility for housing subsidies and other programmes.
Grounds for suspending payments
Being abroad for more than 30 consecutive days
Leaving the country for more than 30 consecutive days without a valid reason stops assistance. Valid reasons include, among others, medical treatment, business travel or caring for a sick child with supporting documents.
More than 60 days in total
The second restriction concerns total time abroad during a six‑month period. Accumulated time abroad of more than 60 days is also grounds for suspension, and border crossings are checked against registers.
Change in income or assets
Besides travel, payments are suspended for several common reasons. The most frequent are:
- returning to the abandoned residence;
- exceeding the income limit or asset criteria;
- failure of a working‑age person to find employment within three months;
- being fully state‑supported or placed in a place of deprivation of liberty.
How to apply or extend assistance
Submission via Diia
IDP status is registered in Diia, and the application for assistance is submitted online via the PFU web portal or the PFU app with an electronic signature. Where technically available, the Diia portal also accepts the application.
Submission via CNAP or the Pension Fund
Applications are accepted at PFU service centres, Administrative Service Centres (CNAP) and authorised local council representatives. They can also be sent by post to the territorial office of the Pension Fund of Ukraine (PFU).
Automatic extension for certain categories
The next period is assigned by the PFU based on registry data if the family meets the income criteria or belongs to a privileged category. Procedures for appeals in case of refusal are covered in a separate article on extending IDP payments.
Changes in 2026 worth noting
April change for children
Resolution No. 522 of 24.04.2026 moved the deadline for submitting applications from 1 May to 1 June 2026. Those who submitted in time received child payments from 1 February, while late applicants are credited from the month of application.
New rules on income
The limit rose from 9 444 to 10 380 UAH together with the subsistence minimum. Non‑working persons who were denied due to income could reapply, and the assistance was credited from 1 January 2026.
What to expect for 2027
The 2027 draft budget provides for a subsistence minimum for non‑working persons of 2 878 UAH, so the limit could rise to 11 512 UAH. This is only a calculation based on the draft; the final figure will depend on the law adopted.
Frequently asked questions
How do I calculate the average monthly income per family member for an IDP?
Add the family’s incomes for three months (wages, pensions, benefits) and divide by three. Divide the result by the number of family members and compare with the limit of 10 380 UAH.
Will payments continue after 36 months?
Under current rules six periods are the maximum, and as of October 2026 no further extensions after March 2027 had been adopted. After the term expires it is worth checking eligibility for other assistance.
Will I lose assistance if I become formally employed?
No, employment is one of the conditions for working‑age persons. It is important only that salary together with other income does not raise the average income per family member above 10 380 UAH.
Does owning a car affect entitlement?
Only the purchase of a car less than five years old within three months before application or during payments affects entitlement. A car bought earlier is not grounds for refusal.
