Most internally displaced persons (IDPs) who received accommodation assistance up to 31 August 2026 do not need to submit a new application: the Pension Fund of Ukraine (PFU) continues payments automatically for a further six months, from 1 September 2026 to 28 February 2027. This is provided for by Cabinet of Ministers’ resolution No.1087 of 03.09.2026, which amended the Procedure for providing assistance approved by Resolution No.332. Auto‑extension applies only to specified categories and only if the household’s assets and composition have not changed.
Below we explain who is covered by automatic extension, in which cases a new application is required and how to submit it online or in person. Payment amounts and the income limit are considered separately.
Who receives the extension automatically
List of categories with auto‑extension
According to the PFU’s clarifications, from 1 September 2026 assistance is extended without a repeat application for those who were receiving it as of 31 August and still meet the criteria of Procedure No.332. These categories include:
- pensioners whose pension does not exceed four subsistence minimums for persons who have lost their capacity to work (10 380 UAH in 2026);
- persons aged 55 and over who are officially employed or registered with the employment centre as unemployed or jobseekers;
- persons who do not qualify for a pension due to insufficient insurance record and who receive state social assistance;
- persons with a disability of group I or II;
- pregnant women from the 30th week of pregnancy;
- families with children who meet the Procedure’s conditions, as well as children for whom assistance is granted without taking parents’ incomes into account;
- orphans, children deprived of parental care, persons from those groups up to 23 years old and unaccompanied minors.
Pensioners with a pension up to 10 380 UAH
For pensioners the key indicator is one: the pension amount must not exceed 10 380 UAH. The earnings of a working pensioner do not affect auto‑extension, because the PFU compares the pension amount itself to the limit. If a pension after recalculation exceeds 10 380 UAH, auto‑extension will not apply.
Persons with disabilities, guardians and foster families
Persons with disabilities of group I and II and children with disabilities receive assistance without verification of the family’s income, so extension for them is granted without an application. The same applies without income checks to orphans, children deprived of parental care, foster parents, carers and guardians. If the disability group was established up to a certain date, after a re‑examination the data must be entered into the register, otherwise the payment may not be extended.
Who must submit a new application
Working‑age persons without a special status
Auto‑extension does not apply to working‑age people under 55 without disability, pregnancy or children. Their entitlement to assistance is assessed under the general conditions of Procedure No.332, so without a separate application there will be no accruals for the new period.
Families with a change in composition
The birth of a child, marriage, divorce or the relocation of a household member changes the family composition. In such cases the PFU cannot simply extend the previous decision, so a new application with up‑to‑date information is required. The same applies to a change of actual place of residence within Ukraine, which must first be reflected in the IDP registration certificate.
IDPs after suspension of payments
If payments were previously suspended because the income limit was exceeded, for staying abroad or for other reasons, they will not be resumed automatically. After the reason is removed you must contact the PFU with an application, and accruals will start from the month of application. You should also contact them if you belong to a category entitled to auto‑extension but funds for September or October have not been received.
Auto‑extension vs new application: comparison
The table summarises what different categories of displaced persons should do in the sixth payment period. The final decision is still made by the PFU based on registry data.

How to submit an application for extension online via Diia and the PFU portal
Checking the registration certificate of an internally displaced person (IDP)
The registration certificate of an internally displaced person remains the basis for any decision on assistance. In the Diia app you should open the certificate and check whether it is valid and whether the address of actual residence matches the real one. Diia serves as a technical administrator: it displays data from state bodies but does not decide whether to grant the payment.
Filling in the application
The online application for accommodation assistance is submitted via the Pension Fund’s electronic services web portal; a qualified electronic signature is required to log in. The steps are as follows:
- Check in Diia that the IDP registration certificate is valid and the actual address of residence is current.
- Log in at portal.pfu.gov.ua using a qualified electronic signature.
- Select the service to submit an application for accommodation assistance to internally displaced persons.
- List all family members living together and their documents.
- Attach scanned supporting documents in JPG or PDF format up to 1 MB each.
- Sign the application with the electronic signature and save the application number.
Tracking the status
After submission you can check the review status in your personal account on the PFU portal. If there is no information for a long time or the payment does not appear after the usual crediting day, call the PFU hotline on 0 800 503 753.

Submission via CNAP or social protection authorities
Documents required for submission
Applications are accepted in person by PFU service centres, the Centre for the Provision of Administrative Services (CNAP) and authorised officials of village, settlement and city councils. You will need a passport, taxpayer registration number (RNOKPP), the IDP registration certificate, and documents confirming the right to assistance: an employment centre certificate, employment documents, medical conclusions or documents on family composition.
Processing times and payment start date
The territorial PFU body makes the decision after checking data in the registers. Assistance on a new application is accrued from the month of application, so do not delay submitting it.
Submitting on behalf of the family
One family member submits the application and lists everyone who lives together. Parents or legal representatives apply for children; guardians apply for incapacitated persons.
Extension periods and the 36‑month limit
When to apply
Assistance is granted in six‑month periods, and the current sixth period runs from 1 September 2026 to 28 February 2027. Those not covered by auto‑extension should apply in September or October so as not to lose months of payments. Whether there will be a seventh period depends on a new Cabinet decision, which as of October 2026 has not been adopted.
What to do if you miss the deadline
Missing the deadline does not deprive you of the right to assistance if you meet the conditions, but payments for past months are not accrued. Therefore you should apply immediately.
How to count the total duration of receipt
Resolution No.1087 increased the maximum number of six‑month periods from five to six, so the total duration rose from 30 to 36 months. Only periods for which assistance was actually granted are included in the cumulative term. Check the number of periods used with the PFU.
Common mistakes when extending payments
Outdated address in the certificate
Community social protection authorities may check actual residence at the address listed in the IDP registration certificate. If the person cannot be found there, the certificate may be cancelled and assistance stopped. After moving you must change the address in the certificate and only then submit documents for payment.
Undeclared incomes and family members’ assets
The PFU cross‑checks data with registers, so hidden income or purchases are quickly revealed. Grounds for refusal to extend include, among other things, purchase of a car less than 5 years old, deposits or domestic government bonds (OVDP) exceeding 100 000 UAH, a one‑off purchase of goods or services exceeding 100 000 UAH, acquisition of housing, land, foreign currency or precious metals in banks exceeding 100 000 UAH. Refusal may also be caused by housing on government‑controlled territory outside the combat zone with an area of more than 13.65 sq. m per family member and additionally 35.22 sq. m per family.
Staying abroad beyond the limit
Payments are suspended if the recipient stays abroad for more than 30 consecutive days or more than 60 days in total during a six‑month period. For justified reasons, such as medical treatment, these limits may be extended to 60 consecutive days and 90 days in total. After return the payment is resumed only upon application.
How to appeal a refusal
A refusal or termination decision is first appealed to the head of the PFU body that issued it. If the reply is unsatisfactory, you may appeal to the PFU’s higher authority or to an administrative court.
Frequently asked questions
How can I find out that the payment has been extended automatically?
Check incoming funds for September and October 2026 or your personal account on the PFU portal. If accruals are present, no new application is required. If no funds have been received, call the hotline on 0 800 503 753 and clarify the reason.
Can I extend IDP assistance while abroad?
Short trips do not prevent extension if they fall within the limit of 30 consecutive days and 60 days in total over six months. Longer stays are grounds for suspension, and payments can be resumed only after return.
What to do if a Diia application for extension was rejected?
First find out the reason for refusal: it is specified in the PFU decision and can be clarified via the hotline. If the reason is incorrect data, such as an outdated address or family composition, correct it and re‑submit the application via the PFU portal or a service centre. If you consider the refusal unfounded, appeal to the head of the body that made the decision or to a court.
