One-off payment for service members on their first fixed-term contract in 2026

Law of Ukraine 4954-IX sets the amounts of a one-off cash payment for service members who enter a fixed-term contract for the first time in 2026 — from 26 624 to 33 280 hryvnia.

Amount of the one-off payment in 2026

The amount of the one-off cash payment for entering a first fixed-term contract in 2026 depends on the service category and ranges from 26 624 to 33 280 hryvnia.

There is no concept of “salary” in the Armed Forces: service members receive monetary provision, the amount of which is variable and depends on many factors. Defenders and their families are entitled to a range of benefits and social guarantees.

Who is eligible and the conditions for receiving it

Citizens of Ukraine, foreign nationals and stateless persons aged 18 and over may sign a fixed-term contract. The contract may also be entered into by citizens already serving under mobilization.

The one-off cash payment is provided to service members who sign a fixed-term contract for the first time. A fixed-term contract is an agreement to perform military service for a specified period; monetary provision is the sum paid to a service member in place of a salary.

Contracts, deferrals and medical support

Under the new contract system, service members will be able to sign contracts with clear service terms and deferrals. The length of any deferral after completing a contract will depend on the type of contract, previous length of service and participation in combat operations.

The law also introduces amendments to ensure the right of service members, veterans and those released from captivity to appropriate medical assistance, rehabilitation and prosthetics. Monetary provision will be maintained for the entire period of treatment or rehabilitation in inpatient care.
