Reserve+ allows those liable for military service to receive an electronic referral for the military-medical commission (MMC)

According to the Ministry of Defence, in the Reserve+ app those liable for military service can voluntarily submit a request and receive an electronic referral for the military‑medical commission (ВЛК) without visiting the territorial centres for recruitment and social support (ТЦК та СП). “An electronic referral for the VЛK is not an electronic summons,” the ministry emphasised.

How to request an electronic referral via Reserve+

After signing in to the app you need to submit a request for a referral. Only the app users themselves can create the request — the function is intended for those who wish to independently undergo a medical fitness examination for military service.

After submission, a notification with the referral details should arrive within 24 hours. If a person liable for military service does not have a smartphone or does not want to use the electronic service, a paper referral can be obtained at the territorial centre.

Updating records and referral validity

After passing the military‑medical commission (ВЛК), it is not necessary to additionally visit the territorial centre for recruitment and social support (ТЦК та СП) to update the military registration document: the commission forwards the results to the territorial centre, after which the data are entered into the register «Оберіг», and the updated document appears in Reserve+. The commission’s decision on fitness is valid for one year from the date of completion of the medical examination.

The electronic referral remains valid for 30 days if the user submitted a request but did not attend the examination; after this period a new request must be created. Summons for the VЛK remain paper‑based and are sent physically.

Who is sent to the VЛK despite having a reservation or deferral

As a general rule, people liable for military service who have a reservation or deferral should not be referred to the military‑medical commission (ВЛК). This rule applies in most cases and covers those who have a temporary exemption from summons.

The exception comprises people with the status «обмежено придатний» (limited fitness): they must undergo a repeat examination within the periods specified by law. Such individuals may receive a summons for the VЛK and must present themselves to the territorial centre even if they have a reservation or deferral.
