In October 2026 the tax service transferred 74.2 billion UAH to the general fund of the state budget, which is 11.9 billion UAH (13.9%) less than the Ministry of Finance’s plan, — reported People’s Deputy Danylo Hetmantsev.
Shortfalls in value added tax (VAT), excise duties and personal income tax (PIT) in October
The largest shortfall from the plan was in value added tax (VAT): 11.7 billion UAH, or 32%. Excise tax receipts were 7.1 billion UAH lower, or 40%.

In particular, the shortfall on excise from tobacco products was 3.8 billion UAH, or 32.4%. Receipts from personal income tax (PIT) fell short of the plan by 700 million UAH, or 3.3%. In October the state reimbursed taxpayers 25.9 billion UAH in VAT.
Positive variances and ten-month results
Some of the October losses were offset by overperformance in certain areas: corporate profit tax exceeded the plan by 3.9 billion UAH (87.2%). A further 1.8 billion UAH above plan came from retained earnings and dividends, and rent payments for subsoil use exceeded the plan by 1.6 billion UAH (35.7%).

Because of the underperformance in October the overall shortfall for January–October 2026 reached 40.8 billion UAH, or 3.6%. In total 1,101.2 billion UAH in tax payments was received into the general fund, while taxpayers were reimbursed 196.8 billion UAH in VAT.
“Deviations from the plan cannot be regarded as purely technical. In his view, the results point to problems with systemic efforts to tackle the shadow economy, since the largest shortfalls were recorded precisely in VAT and excise tax,” said Danylo Hetmantsev.
