This was announced by Member of Parliament Danylo Hetmantsev: Ukraine, Canada and seven other countries are preparing to create the Defence, Security and Resilience Bank; the founding agreement is scheduled to be signed on 30 November 2026, and a full launch is expected in 2027.
Launch plan and funding volumes
The new financial institution is expected to mobilise around €100 billion to finance the defence projects of participating countries. This is the planned amount to be raised for the projects of participating countries, not the sum that Ukraine will receive directly.

The founding agreement is scheduled to be signed on 30 November 2026, with full operations taking place in 2027. The financing terms and Ukrainian companies’ access to the bank’s resources will depend on the final operating model.
Who will be able to access funds and how
The Bank is expected to provide loans to governments and defence manufacturers, as well as offer guarantees that will ease access to credit for smaller companies. Such guarantees are intended to simplify raising finance for firms that cannot obtain large loans on their own.

The mechanism could help firms secure funding to purchase equipment, expand production and launch new production lines. This is relevant for Ukraine’s defence-industrial complex, as weapons and equipment developers need substantial investment to increase output and fulfil orders.
