The press service of the State Agrarian Register (DAR) reported that the register has temporarily suspended the acceptance of applications to designate enterprises of the agro-industrial complex (APK) as critically important for the functioning of the economy and for ensuring the population’s livelihood during a special period.

Cabinet of Ministers Resolution No. 1328 and the timetable for reviewing the criteria
On 23 October 2026 the Cabinet of Ministers adopted resolution No. 1328. In accordance with clause 2 of the resolution, central executive authorities and other authorised bodies must, within ten days of its entry into force, review and agree the criteria for designating enterprises as critically important.
The need for this review is driven by the requirement to align sectoral criteria with the amendments introduced into legislation. For this reason, the register has temporarily paused the processing and consideration of new applications.
Suspension of application intake and next steps
The DAR has suspended the acceptance of applications “until the relevant matters are resolved”, and the resumption of submissions will be announced additionally on official information resources. The register noted that the decision remains in effect until the review and coordination of the criteria by the relevant bodies is completed.

The text of the resolution also changes the procedure for reserving conscription-liable employees: the government increased the reservation limit for workers in the fuel and energy sector and the defence-industrial complex to 95%. In the initial draft of the resolution it was proposed to set the limit at 85%.
