The Office of the Military Ombudsman reported that service members who raise and support children with disabilities under 18 years of age will be able to transfer to military units at the children1s place of residence or to the nearest possible locality.
Transfer conditions
The decision of the Commander-in-Chief of the Armed Forces of Ukraine (AFU) dated 31 October 2026 instructs the commanders of the branches and services, as well as the heads of military command bodies, to ensure compliance with legal requirements when considering requests for transfer on family grounds. A ‘raport’ is an official statement by a service member requesting a change of their place of service.
Transfers are possible to equivalent or lower positions in military units or military command bodies located at the children’s place of residence or in the nearest feasible locality. The staffing level of military units will be taken into account.
The decision is dated 31 October 2026.
Other recipients of the appeal
Similar appeals asking that service members be allowed to serve closer to a child’s place of residence were sent to the State Border Guard Service of Ukraine, the State Special Transport Service and the National Guard of Ukraine. The appeal is intended to regulate transfer procedures in other agencies.
“We expect them to issue a decision to resolve this matter as well,” the office said.
The consideration of requests and the making of decisions will be carried out by commanders and the heads of the respective military command bodies in the manner prescribed by law and by the internal documents of the units.
