This is explained in a new video on the Finance.ua YouTube channel. The clip clarifies that this season the state has focused on targeted assistance: a one‑off “Winter support” payment of up to almost 19 500 UAH per household, 7 000 UAH payments via Diia and concessions on utility bills for certain categories.
“Winter support”: 19 500 UAH per household in frontline communities
The government has introduced the “Winter support” programme, under which certain households can receive a one‑off payment of almost 19 500 UAH. The funds are credited per household, not per individual family member; the support is intended for families from 11 vulnerable categories who live in frontline communities.
The application takes into account the applicant’s actual place of residence on the day the claim is submitted, not their registered address. If the family evacuates after applying, the right to the payment remains.
Applications can be submitted only offline at Pension Fund service centres, Centre for Administrative Services (CNAPs) or local government bodies; online applications are not accepted.
Funds must be paid by 30 November.

Preferential tariff of 2.64 UAH/kWh for households with electric heating
Households that heat their homes with electricity can pay 2.64 UAH per 1 kW·h for the first 2 000 kW·h of electricity consumed per month during the heating season. A mandatory condition for the concession is that an electric heating installation must be installed and commissioned at the residence.
For other consumers, gas and electricity tariffs will not change this winter.

Payments via Diia: pregnancy and childbirth support and monthly child allowance
On the Diia portal you can apply for pregnancy and childbirth support and for a monthly child allowance until the child reaches one year of age. The payment is intended for women who do not pay the single social contribution; this includes, in particular, unemployed women, students, servicewomen, police officers and employees of the State Emergency Service of Ukraine (DSNS).
The pregnancy and childbirth support payment is 7 000 UAH per month during maternity leave; to apply you need a medical certificate of temporary incapacity, which must be either current or closed no more than six months ago. Funds are credited to a standard Diia.Card and can be spent without restrictions.
The monthly child payment is 7 000 UAH, and 10 500 UAH if the child has a disability. The money is paid from the day the sick leave ends or from 1 January 2026 and until the child turns one year old. These funds are earmarked: they are credited to a special “Care for the child” account in the Diia.Card and may be spent only on child-related goods: food, clothing, nappies and care products.
If you miss the deadline to sign the application within this period, you will most likely have to submit it again. If you cannot apply online, you can submit the documents in person at a CNAP, the Pension Fund or through community representatives.
50% discounts on housing and utility payments for large families
Families raising three or more children can receive a 50% discount on housing and utility payments, but eligibility depends on family income. The average monthly total income per person for the last six months must not exceed the threshold that entitles one to the tax social allowance; in 2026 this is 4 660 UAH per person per month. Total income is the sum of family members’ incomes divided per person.
The Pension Fund takes into account the incomes of the beneficiary and their family members for the third and fourth quarters of the previous year. The concession is granted for one year; the actual size of the discount depends on the family’s individual circumstances. If a family has just received a certificate of a large family, they must be entered into the Register of persons entitled to benefits. To arrange a discount for solid fuel and liquefied gas, an additional certificate confirming the presence of a stove heating system and/or a solid fuel kitchen range is required.
