Budget Committee proposes to raise support for internally displaced persons (VPO) by 1 000 hryvnia

The Budget Committee of the Verkhovna Rada (VR) included amendments in its instructions to the government to increase the housing allowance for internally displaced persons (VPO) by 1 000 hryvnia from 1 January 2027.

Deadlines: the increase could take effect from 1 January 2027; certain changes relating to de-registration are scheduled from 22 October 2026.

Increase in the allowance and recipient coverage

If the amendments are adopted, the housing allowance will increase by 1 000 hryvnia from 1 January 2027. It is also proposed to extend the increased allowance to displaced children who left their homes as early as 2014.

The amendments remove the requirement that children of VPO must necessarily attend school in-person at their new place of residence. For now this is only an instruction to the government: after the committee and the Verkhovna Rada (VR) approve it, the Cabinet of Ministers must work out the proposals and find funding for them during preparation of the final 2027 budget.

Payment issues and actions by the ministry

Some VPO were left without payments for August; in particular this affected children of VPO whose assistance was reinstated retroactively. The Ministry of Social Policy has already prepared a draft resolution intended to regularise the situation and allow the corresponding recalculations.

It is not yet known how quickly the draft resolution will be adopted or when the recalculations will take place; the government and the ministry must determine the details.

When VPO may be de-registered

From 22 October 2026, prolonged stays abroad may be grounds for de-registering an internally displaced person from the register, according to the law of Ukraine No. 4924-IX. Registration refers to the recording of an internally displaced person with the relevant social protection authorities.

Grounds for de-registration will include leaving for permanent residence abroad or prolonged absence from Ukraine of more than 90 consecutive days or more than 180 days in total during a year. Exceptions are provided for people with valid reasons for prolonged absence; the government has yet to determine the specific list of such reasons and the permissible timeframes.
