The Cabinet of Ministers restores funding for suspended regional expenditures

The Cabinet of Ministers is gradually restoring funding for temporarily suspended expenditures, including for regions, Prime Minister Serhii Koretskyi said.

Parliament opened access to part of international assistance

“This week Parliament supported a number of critically important bills that open the possibility of receiving part of the international financial assistance needed to cover the budget deficit in 2026,” Koretskyi wrote.

Koretskyi added that the Cabinet is accelerating the necessary procedures so that the international financing arrives as soon as possible.

Funding priorities and risks of shortfalls

The government has decided to prioritise state expenditures due to the difficult public finance situation and the delay in part of the planned international assistance. Funds will be directed first to defence, social payments and salaries for public sector employees.

Expenditures that are not a priority have been deferred. Ukraine is negotiating with international partners to secure $20 billion to cover the defence budget deficit in 2026; a further $29.5 billion of international financing risks being withheld if the Verkhovna Rada and the Cabinet of Ministers do not fulfil the obligations they have assumed.

“Once again, I thank the Members of Parliament for supporting these decisions. We count on similarly effective work during the coming parliamentary weeks. The receipt of international assistance in full and the ability to continue restoring the temporarily suspended expenditures depend on this,” Koretskyi added.
