Under Cabinet of Ministers of Ukraine resolution No. 1092, from 4 December enterprises that do not have shelters or equipped safe spaces will not be allowed to operate when the yellow air threat level is in effect.

A three-month transition period is provided, during which such enterprises may continue to operate with the agreement of the workforce. After the transition period ends, workforce consent will no longer be a basis for operating without an equipped shelter or safe space.

It is specified that when the yellow level of threat is announced, only facilities that have a protective structure, temporary or permanent shelter, or a safe space may operate. A regular windowless room is not considered a safe space — it must be equipped to meet requirements for protection against the effects of harmful agents and excessive blast overpressure.
Enterprises and asset holders must display plaques measuring 100×60 centimetres with appropriate inscriptions at entrances and on external walls, determine staff procedures for action during an alarm, and ensure the alarm signal is communicated to employees and visitors. The presence of visitors during an alarm is at their own discretion; enterprises were previously reminded to prepare by 4 December.
