The Federal Ministry for Economic Affairs and Energy of Germany (BMWE) in October 2026 confirmed a contribution of €44.7m to the guarantee mechanism of the European Bank for Reconstruction and Development (EBRD) to attract private investment in Ukraine’s renewable energy sector.
Size and purpose of the contribution
€44.7m has been allocated as a contribution to the RAMP-UP guarantee mechanism; the funds will be used to support investment in new renewable energy projects in Ukraine. RAMP-UP is intended to reduce investment risks and stimulate the inflow of private capital.
According to Gerlind Heckmann, Deputy Director-General for External Economic Policy at the BMWE, “the programme is expected to trigger an initial wave of investments in projects with a total capacity of more than 1 GW.”

Objectives of the RAMP-UP programme and priority areas
RAMP-UP (Renewable Acceleration and Market Development for Ukraine Programme) — a joint initiative of the EBRD and the World Bank Group. The programme is designed to reduce investment risks, stabilise prices and attract private capital into renewable energy.
RAMP-UP pays special attention to the development of decentralised generation (electricity production by local and microgrid installations), solar and wind energy, and projects producing biomethane. Gerlind Heckmann noted that “international support must cover not only emergency assistance but also attracting investment into Ukraine’s future energy infrastructure.”

Steps needed to realise the potential
The BMWE representative emphasised that further reforms are needed to fully realise the investment potential. Priorities named include ensuring the independence of the energy regulator and improving corporate governance of state-owned energy companies in line with the standards of the Organisation for Economic Co-operation and Development (OECD).
According to the BMWE, these steps should create more predictable conditions for private investors and increase the attractiveness of renewable energy projects in Ukraine.
