Households receive a one-off payment of 19,400 UAH under the “Winter Support” programme only if they actually live in communities listed in the government lists. There are two such lists: the first covers communities up to 20 km from the line of hostilities, the second covers communities at 20–50 km. Which list your community is on determines where to submit the application, who funds the payment and how the money will be delivered.
The text below explains how both lists are organised under the Cabinet of Ministers’ resolution of 3 September 2026 No.1084, how to find your community in them and how many communities in each of the eight oblasts are included. Applications are accepted only in person and only until 30 October 2026, so it’s best not to delay checking.
Which two lists of communities are used for the payment
First list: communities up to 20 km from the line of hostilities
The first list includes communities closest to the front. Payments for these communities are funded by UNICEF and the Ukrainian Red Cross Society, which transfer funds to the Ministry of Social Policy’s humanitarian account at the National Bank of Ukraine. According to the minister of social policy, the money for these communities has already been reserved, so payments are made as applications are received and verified.
Applications from residents of these communities are accepted by service centres of the Pension Fund of Ukraine (PFU), the Centre for Administrative Services (CNAP), as well as by the executive bodies of local councils or military administrations (VA). The decision is made by the Pension Fund of Ukraine, and the payment should arrive by 30 November 2026 to a bank account or in cash via the post office.
Second list: communities at a distance of 20–50 km
The second list covers communities located further from the line of contact, including large cities such as Zaporizhzhia, Kharkiv, Chernihiv, Mykolaiv and Kryvyi Rih. Payments here are funded by the Office of the United Nations High Commissioner for Refugees (UNHCR) and other international and national humanitarian organisations. Applications are accepted only by the executive body of the village, settlement or city council or by a unit designated by the military administration.
Funds under the second list are transferred to an IBAN account or via Western Union during the heating season. If donor funds are insufficient to pay everyone at once, households that belong to the largest number of vulnerable categories are prioritised.
Why a community can be listed under only one list
Each community is assigned to only one procedure because the funding source and the authority that accepts applications differ. The amount is the same in both cases, and the Ministry of Social Policy explicitly emphasises that these are not two separate programmes or two separate payments. Applicant data are cross-checked, so there is no point in submitting two applications under different procedures: a household will receive only one payment.
Pay attention to similar names. In Sumy Oblast, for example, there is Mykolaiv rural community in the first list and Mykolaiv settlement community in the second; in Dnipropetrovsk Oblast there are several Pokrovsk communities in different districts.
How to check if your community is included
Search the Ministry of Social Policy file by community name
Both lists were published by the Ministry of Social Policy in a single PDF on its website, and also as separate documents in the section with questions and answers about the payment. Communities are grouped by oblast and district, and each entry shows the territorial code. The check takes a few minutes if you follow these steps:
- Open the lists file on the Ministry of Social Policy website and find the section for your oblast.
- Press Ctrl+F (on a phone use “Find on page”) and type the root of the community name, for example “Chuhuiv” or “Nikopol”.
- Match the district and community type (city, settlement or rural) so you do not confuse it with a namesake.
- See under which heading the community is listed: first list or second list.
- If you cannot find it, confirm the exact name of your community with the local council or by the territorial code and try the search again.
Community, settlement and starosta district
The lists name territorial communities, not individual villages or starosta (elder) districts. You should search for the name of the community to which your settlement belongs; that name often matches the community centre rather than your village. If a community is on the list, residents of all its settlements are eligible for the payment, except for temporarily occupied territories.
You can find out which community a village belongs to from the starosta, at CNAP, or in the classifier of administrative-territorial units. This information is usually also shown in the certificate of registered place of residence.
Renamed settlements and similar names
After renamings, some communities received new names, and the list shows the current name as in the classifier. If you search by the old name and find nothing, try the new name or the district name. The classifier in the list helps to identify the community unambiguously even when names coincide.
In doubtful cases the most reliable option is to contact your council’s executive committee or the Pension Fund hotline at 0 800 503 753 (press “8”). They will advise under which procedure you should submit your application.
Communities by oblast
The programme covers communities in eight oblasts: Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv. The number of communities in each list below is given according to regional administrations and social protection authorities as of September–October 2026. Communities in Kharkiv, Sumy and Chernihiv oblasts
In Kharkiv Oblast 19 communities are in the first list, including eight communities of Kupiansk district, Vovchansk, Starosaltiv, Derhachi, Lypetske and Bohodukhiv. Another 26 communities, including Kharkiv, Chuhuiv, Izium, Balakliia, Lyubotyn and Merefa, are on the second list. Residents of Kharkiv submit applications to the district social protection departments of the city council.
Sumy Oblast has 23 communities in the first list, including Sumy, Hlukhiv, Bilopillia, Putyvl, Krasnopillia and Seredyno-Buda. The second list includes 18 communities, such as Okhtyrka, Shostka, Lebedyn, Krolevets and Boromlianka. Chernihiv Oblast covers 20 communities: five border communities in the first list and 15 in the second, including Chernihiv city.
Communities in Donetsk, Zaporizhzhia and Dnipropetrovsk oblasts
In Zaporizhzhia Oblast the first list includes 17 communities, among them Orikhiv, Huliaipole, Stepnohirsk, Komyshuvakha and Vasylivka. Eight communities are on the second list, including Zaporizhzhia city, Vilniansk and Mykhailo-Lukashivka; residents of Zaporizhzhia submit applications to district social protection offices. In Dnipropetrovsk Oblast the 14 communities in the first list are mostly concentrated in Nikopol and Synelnykove districts, while 17 communities in the second list include Kryvyi Rih and Pavlohrad city communities.
Donetsk has the largest number of communities in the first list: 24, including Kramatorsk, Sloviansk, Druzhkivka, Kostiantynivka, Lyman and Dobropillia. Only two communities of the oblast entered the second list: Oleksandrivka and Cherkaske settlements. The regional service centre of the Pension Fund in Donetsk Oblast operates in Kramatorsk district.

Communities in Kherson and Mykolaiv oblasts
In Kherson Oblast the first list covers 13 communities, including Kherson city, Beryslav, Bilozerka and Stanislav, so residents of Kherson submit applications to PFU service centres or CNAP. Five communities, including Velyka Oleksandrivka and Vysokopillia, belong to the second list. As of the end of September, the oblast had accepted over 10,000 applications, most from Kherson residents.
Mykolaiv city community is on the second list, and payments there are funded by international humanitarian organisations. In Mykolaiv applications are accepted by social service departments of the city’s districts, and the city council has opened additional reception points for convenience. In total, Mykolaiv Oblast has 15 communities in the second list and eight in the first, including Ochakiv, Snihurivka and Kobleve.
Where to submit an application depending on the list
Pension Fund service centre for communities in the first list
Residents of communities in the first list can apply at any Pension Fund of Ukraine service centre in the place of registered, declared or actual residence. A PFU employee prepares the application during the in-person visit, so online submission via the government portal or the Diia app is not provided. The Pension Fund takes the decision and transfers the funds.
CNAP and the council executive committee as alternatives
For the first list, applications are also accepted by Centres for the Provision of Administrative Services (CNAP) and by executive bodies of local councils or military administrations. They forward documents to the Pension Fund, so the outcome does not depend on where you applied. This option is convenient for villages without a PFU service centre where it is easier to reach the starosta.
Local council or military administration for the second list
Residents of communities in the second list submit a written application only to the executive body of the village, settlement or city council or to the unit designated by the military administration. The application is considered within three working days, after which the community compiles a consolidated list and forwards it via the regional administration to the Pension Fund for verification. Approaching the PFU or CNAP in this case will only waste time, because they will not accept the application.
If your community is not on the list
Can the list be updated?
The lists are annexes to the procedures approved by resolution No.1084, so only the Cabinet of Ministers can change them by issuing a new resolution. As of mid-October 2026 no official decisions on expanding the lists have been published. The deadline for submitting applications, 30 October, is not provided for extension in the resolution, even for compelling reasons, so do not rely on communities being added after that date.
Other types of winter support
Not being on the list does not exclude eligibility for other programmes that operate independently of the “Winter Support” scheme. Among the options to check are:
- housing subsidies for utility payments or for the purchase of solid fuel;
- residence assistance for internally displaced persons (IDPs);
- cash and in-kind programmes run by international organisations, including the Red Cross and UN agencies;
- local support programmes financed by community budgets.
Conditions differ between these programmes, so ask the social protection authority where you live. The 19,400 UAH payment is not included in income when determining eligibility for a housing subsidy.
How to follow updates
The Ministry of Social Policy publishes the latest versions of the lists on its website, and amendments to the resolution appear on the legislation portal of the Verkhovna Rada. It is also useful to follow announcements from the regional military administration and your community, which promptly publish addresses of reception points. If you are unsure about your list, call the PFU contact centre at 0 800 503 753 and choose option “8”.
Frequently asked questions
How can I find out which list my community belongs to?
Open the lists file on the Ministry of Social Policy website and find the community name in the section for your oblast. The heading under which it is listed determines the list and, therefore, where to submit the application. If you cannot find the name, confirm it with the starosta, at CNAP or via the Pension Fund hotline.
Can I submit an application in another community if I am a displaced person?
For internally displaced persons, the place of actual residence recorded in the IDP certificate is taken into account, and it must be in a community on the lists. A displaced person receiving residence assistance who lives, for example, in Kharkiv or Zaporizhzhia, applies there. If someone moved to a community not on the lists, they are not eligible for this payment, even if their home community is on the list.
Could a community be added to the list after 30 October?
In theory the government can change the lists, but applications under resolution No.1084 close on 30 October 2026. The current text of the resolution does not provide for an extension. Residents of communities already on the lists should therefore submit their applications on time rather than waiting for possible changes.
What should I do if I submitted my application to the wrong place?
If your community is in the first list but you submitted the application to the executive committee of the council, it will still be forwarded to the Pension Fund, because executive committees accept documents for that list. If your community is in the second list but you went to the PFU or CNAP, they will not process the application and you must go to the local council. Make sure to do this before 30 October.
