From 1 November 2026 a number of financial changes for citizens and businesses come into force, according to the State Regulatory Service. The main updates concern one‑off payments, deadlines for subsidies and school aid, electricity tariffs and rules for business transfers.
Below are the details of the key changes, dates and actions referenced in official documents and announcements.
Key deadlines:
Applications for the “Winter Support” were accepted until 30 October 2026; funds must be paid by 30 November 2026. Applications for housing subsidies and related documents must be submitted by 30 November 2026. The deadline for applications to the “School Pack” is 1 November 2026. A written notice to refuse a comprehensive inspection must be sent by 13 November 2026.
One‑off 19,400 hryvnia “Winter Support” payment
The one‑off payment of 19,400 hryvnia per household under the “Winter Support” programme is due to be completed in November 2026. The programme is intended for specified categories of vulnerable citizens living in communities located in, or formerly in, areas of active hostilities and who meet the established criteria.
Applications for assistance were accepted until 30 October 2026 inclusive, and funds must be paid by 30 November 2026. Eligibility is determined according to the programme’s established criteria.

Housing subsidy: deadlines and required documents
Ukrainians can apply for a housing subsidy from the start of the heating season until 30 November 2026; if submitted within that period the assistance will be assigned from the start of the heating season. Eligibility is assessed individually, so submitting an application does not guarantee automatic assignment of the payment.
Some households receive the subsidy automatically; others need to contact Пенсійний фонд України and submit an application and a declaration. The declaration is a document with information about the household’s income. Documents can be submitted via a Pension Fund service centre, by post or through available electronic services.
Electricity and gas tariffs
The electricity tariff for household consumers remains 4.32 hryvnia per kWh; the current price will apply until 30 April 2027. Households entitled to a preferential tariff because of electric heating have special conditions: up to 2,000 kWh per month inclusive is charged at 2.64 hryvnia per kWh, and consumption above that limit is charged at the standard price of 4.32 hryvnia per kWh.
The price of gas for household consumers depends on the supplier and the tariff plan in the contract. Customers of «Нафтогазу України» on the “Fixed” tariff plan will pay 7.96 hryvnia per cubic metre until 30 April 2027. The bill may also include a separate distribution charge.

Banks, transfer limits and new excise accounts
From 1 November 2026 «Ощадбанк» increases the maintenance fee for inactive current accounts without a payment card to 150 hryvnia. Nothing will change for clients with a salary or pension card; others are advised to check any old open accounts and their status with the bank.
From 14 November 2026 monthly limits on bank transfers will change for certain categories of entrepreneurs and legal entities under the updated Memorandum on transparency of the payment services market. For clients with a high risk level and no income verification the limit is 50,000 hryvnia per month; for clients with low and medium risk levels it is 100,000 hryvnia per month. Legal entities showing signs of being “shell companies”, for which the bank has identified more than two indicators of fictitiousness, will receive stricter restrictions.
From 1 November 2026 new accounts with updated budget revenue classification codes will be introduced for payment of excise tax on certain excisable products. The changes cover receipts for spirits and wine products, beer, tobacco and liquids for electronic cigarettes. Payers are advised to check account details so they do not transfer funds using outdated information.
Comprehensive business inspections and new customs fees
The State Regulatory Service has drafted a comprehensive plan for business inspections for 2027; companies can check whether they are included and may send a written refusal of a comprehensive inspection by 13 November 2026 — the date the plan is to be approved.
From 1 November 2026 the customs charge Union Handling Fee comes into force in the European Union (EU) — €2 for each item in a commercial e‑commerce consignment. The amount will depend on the number of item lines in the customs declaration, so shipping costs to the EU may change for senders.
