The Cabinet of Ministers approved the operational plan for implementing the Strategy for enterprises’ sustainability reporting for 2027−2030, reported the press service of the Ministry of Finance. The document sets out specific measures, deadlines and responsible parties for implementing European reporting standards in Ukraine.
Regulatory framework and electronic format
The operational plan foresees the formation of the regulatory framework for enterprises’ application of the European Sustainability Reporting Standards (ESRS). The document also contains measures to introduce a single electronic format for submitting such reports.
The plan specifies the timelines for work and the authorities responsible for implementation to ensure the gradual incorporation of the new rules into Ukrainian legislation. The plan continues the strategy approved by the government in October 2024.

Disclosure requirements under the ESRS
The European Sustainability Reporting Standards require disclosure of information about companies’ material impacts on the environment and society. In addition, companies must disclose how sustainability matters may affect their development, performance and financial position.
The plan envisages adapting ESRS requirements to national reporting practices and determining a data format for electronic exchange of information between businesses and regulators. This concerns both methodological standards and the technical implementation of report submission.

Expected impact on business
The implementation of the operational plan should help align Ukrainian legislation with EU requirements and provide users of reports with reliable and objective information about companies’ activities. The plan should also create conditions for Ukrainian businesses to access international capital markets.
The document states that the introduction of the standards should promote investment by standardising approaches to disclosure of sustainability data. The start dates for applying specific rules and formats are set out in the operational plan itself.
