The Pension Fund explained the change of payment address for pensioners from the temporarily occupied territories (TOT)

The Pension Fund explained how pensioners who left the temporarily occupied territories can transfer their pension payments to their actual place of residence without changing their registered address. The right to such an arrangement is provided by Article 47 of the Law of Ukraine “On Compulsory State Pension Insurance”.

How to transfer payments to the actual address

Pensions are paid at the place of actual residence within Ukraine that the person indicated in their application, regardless of the registered address. After processing the application, the Pension Fund will enter the actual address into the pension file, and this will serve as the basis for continuing payments at the new address for the period of entitlement.

Transferring to the actual address does not require changing the place of registration. Continuation of payments at the recorded actual address takes place regardless of whether physical identification has been completed.

Who must undergo identification and by when

Every year, by 31 December, physical identification must be completed by two categories of pensioners: those who temporarily live abroad and those who are located in the temporarily occupied territories. To continue payments in 2027, identity must be confirmed by 31 December 2026; otherwise the Pension Fund may suspend payments.

After identification has been completed, payments will be restored from the date of their suspension. The check can be carried out in several ways; citizens abroad can contact a Ukrainian diplomatic mission and submit to the Pension Fund a document confirming the fact of being alive.

Notifying receipt of a pension from Russia

Pensioners who live in the temporarily occupied territories or have left them must notify the Pension Fund that they do not receive a pension from Russia. If such a notification has already been submitted, it does not need to be re-submitted each year.

These rules allow payments to be arranged at the actual address and help coordinate the continuation of payments if identification becomes necessary.
