The EU allocated almost EUR 2.9 billion to Ukraine — where the funds will go

Receipt of the EU instalment and what arrived

Ukraine received almost EUR 2.9 billion under the eighth regular payment of the Ukraine Facility programme. Part of this amount, about EUR 800 million, arrived for the first time through the Ukraine Support Loan mechanism.

This is stated on the government’s official portal in a notice about the instalment and the programme details. After this payment, the total amount of budgetary financing that Ukraine has received under the Ukraine Facility since the instrument’s inception has exceeded EUR 32 billion.

Conditions fulfilled for the payment and what changed in the plan

The decision to allocate the eighth regular payment was taken by the Council of the European Union (EU Council) after Ukraine met ten corresponding indicators of the Ukraine Plan. In total, to date 84 of the 95 steps whose implementation deadlines have arrived have been completed, which amounts to about 88 percent.

In July 2026 the EU Council amended the Ukraine Plan and the Ukraine Facility. These changes envisage an additional EUR 8.3 billion of financing in 2026 via the Ukraine Support Loan. The current payment includes the first instalment from these additional funds.

Where the money will go and how it affects the budget

Funds under the Ukraine Facility are used to support macrofinancial stability, finance the budget’s priority expenditures, the country’s recovery and modernisation, and to support reforms on the road to EU membership. Part of the new instalment will go to these same priorities and will help reduce immediate pressure on public finances.

Prime Minister Serhii Koretskyi noted that in the current difficult financial situation these funds are important for the state’s resilience, for ensuring key expenditures and for the ability to direct more of its own resources to defence. He added, quoting one of the government’s statements, “The need for funding remains critical. We are accelerating the adoption of all government decisions as much as possible. We are also working with parliament to adopt the necessary bills as soon as possible,” wrote the head of government.

Programme instruments and plans for 2026–2027

The Ukraine Facility has been in operation since 1 March 2024. The programme foresees over EUR 50 billion of grants and loans to support Ukraine’s budget, recovery, reconstruction and modernisation in 2024–2027. It is a combined instrument for long-term financing of the country’s priority needs.

Separately, the Ukraine Support Loan foresees EUR 90 billion for 2026–2027 to support budgetary and defence needs. Of these, around EUR 30 billion are to be allocated to economic and budgetary support, and EUR 60 billion to defence needs. Earlier President Volodymyr Zelenskyy reported progress in negotiations with the European Commission to cover financial needs in 2026 and 2027.
