A draft of the state budget for 2027 has been published on the Verkhovna Rada website, which provides for raising the subsistence minimum for persons unable to work to 2 878 hryvnia.
Accordingly, the supplement for each year of service beyond the norm may amount to 28.78 hryvnia, and the monthly total — 287.80 hryvnia.
Who is entitled to the supplement and how it is calculated
Service is considered above the norm if it exceeds 35 years for men and 30 years for women, provided the person retired after 1 October 2011. For those who retired earlier, the normative thresholds are over 25 years for men and over 20 years for women.

The supplement is calculated at 1% of the pension for each year of service beyond the norm and cannot exceed 1% of the subsistence minimum for persons unable to work. If the pension exceeds that minimum, the supplement is calculated based on the subsistence minimum; therefore one year of excess service currently equals approximately 25.95 hryvnia.
Supplement amount under the budget draft
Under current figures the supplement per year of service beyond the norm in 2026 is 1% of the pension and cannot be greater than 1% of the subsistence minimum, which is currently 2 595 hryvnia. Therefore one year of excess service in most cases equals 25.95 hryvnia.

If the draft state budget is adopted as proposed and the subsistence minimum for persons unable to work is raised to 2 878 hryvnia, the supplement for each year of excess service may amount to 28.78 hryvnia. However, amendments may be made to the bill before it is adopted, so these calculations do not guarantee an increase in supplements.
