During the government question hour in the Verkhovna Rada the Minister for Restoration, Infrastructure and Transport, Mykola Kalashnyk, said that to complete the construction of engineering protection and the next tranche of shelters for critical infrastructure facilities Ukraine needs an additional roughly 60 billion UAH. According to him, the state budget for 2026 provides 67.6 billion UAH for resilience measures.
State of allocated funds and the need for additional financing
So far almost 70% of the allocated 67.6 billion UAH has been spent, but to fully carry out the planned works roughly 60 billion UAH of additional financing is required. The main portion of the budget specifies the sum, but it is insufficient to complete all protection and shelter projects.
Progress of engineering protection construction
Engineering protection is being built at 601 sites, including major electrical substations and heat and water supply facilities. Overall completion stands at 72%, and 47 billion UAH has been allocated to carry out the works.

Builders have already erected 109 protective structures; in November they plan to complete a further 134, and in December to commission 197 sites. In Kyiv works are ongoing at 14 sites with an average readiness of 82%, while facilities under central government responsibility are 86% ready for winter.
Distributed generation and water supply
Work continues on developing distributed thermal generation: 343 sites with a total design capacity of almost 3.2 GW are under way, for which 13.5 billion UAH has been allocated. In the coming months about 1.5 GW of capacity is expected to be brought online, and in the first quarter of 2027 a further 800 MW are planned to be commissioned.
In 14 oblasts 30 water-supply projects are being implemented with a budget of 4.5 billion UAH, which are intended to provide drinking water to 10 million citizens. Reserve power capacity for municipal utilities has exceeded 1 GW against a total requirement of 1.4 GW.
