Budget missed out on 73.7 billion hryvnia, rents fell, Binance exposed a scheme

The State Budget of Ukraine missed out on 73.7 billion hryvnia of planned revenues over the first ten months of 2026, the chair of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, said on 3 October. According to her, the largest shortfalls were recorded in the final three months of the reporting period and “if the country does not receive new tranches of international aid, problems with funding defence and social payments may arise before the end of the year”.

Rents in Kyiv and the suburbs fell

The capital’s property market has reversed: supply rose by 15−18%, while median rental rates fell by 11−13% in just one month. Tenants are vacating en masse from the left bank because of bridge congestion, demands for shelters and energy self-sufficiency, or are moving to the suburbs where it feels “safer” to spend the winter.

The result is a price paradox: owners in Bucha are already asking 16,000 hryvnia for a one-room apartment — almost the same as rents on Obolon — while Kyiv landlords are forced to cut prices on empty square metres.

Government allows preferential rental of state property

Businesses whose warehouses were destroyed or damaged as a result of Russian aggression will be able to rent state and municipal property without auctions to speed up recovery. The simplified procedure provides for expedited allocation of premises to restore the activities of affected businesses.

The new rules also apply to companies that ensure the operation of data centres, telecommunications networks and electronic trust services. The rules will operate during martial law and for six months after it is lifted or revoked.

Binance disclosed a $6.3 billion theft scheme and the National Bank of Ukraine (NBU) introduced a new indicator

Binance said the attack on the exchange was prepared over several months: the perpetrators used counterfeit software and a fake job offer that led an employee to install malicious code. As a result, the hackers stole assets worth $6.3 billion.

The National Bank of Ukraine (NBU) changed the methodology for calculating exchange rates and interbank rates and expanded the set of data it will publish daily. The regulator also introduced a new indicator for the hryvnia–euro exchange rate, which will serve as a reference for banks and their clients when concluding transactions.
