According to the real estate website realistimo.com, buying an apartment in Bulgaria is available to Ukrainian citizens; the source describes the transaction procedure, document requirements and current prices as of November 2026.
Median and average price in Varna
As of 3.11.2026 the median asking price for an apartment for sale in Varna is 149 971 € (1 832 €/m²). It is noted separately that as of 1 November 2026 the average asking price in Varna is 1 975 €/m².
The market in Sofia differs from the markets in Varna, Burgas and smaller settlements, and offers on the Black Sea coast are substantially different from inland regions of the country.
Who can buy and which currency is used for payment
Ukrainian citizens can purchase an apartment, a separate building or a commercial property in Bulgaria, whereas there are restrictions on land ownership for citizens of states that are not EU members. It is noted that when buying a house the land plot is often transferred together with it, and it is necessary to clarify land ownership before signing the preliminary contract.
From 1 January 2026 the official currency of Bulgaria is the euro, so prices, bank transfers and costs under new transactions are carried out in euro.

Purchase procedure, deposit and financing
The purchase goes through the stages of: determining a budget and the type of property, selecting and viewing listings, checking documents and title, agreeing the price, signing a preliminary contract and finalising the transaction with a notary. Often a reservation deposit or earnest money is paid first, then a preliminary contract is signed specifying the property, price, deadline for the notarial deed and the method of payment.
In practice, when signing the preliminary contract a payment of around 10% is often agreed, but its size is not set by law and depends on the parties’ agreement. If the buyer finances the purchase with their own funds, Bulgarian banks, notaries and other authorised persons may request documents proving the origin of the money as part of anti-money laundering rules.

Documents, taxes and registration of property rights
Before purchase it is necessary to verify who the actual owner is, whether there is a mortgage or attachment, whether the area and identifier correspond to the documents, and the presence of building permits and land status for a house or a property with a plot. The seller must have a document confirming title, a tax valuation and cadastral documents where applicable.
The local tax on acquisition is set by the municipal council and ranges from 0,1% to 3% of the tax base. A state fee of 0,1% of the value is payable for entering the notarial deed in the Real Estate Register, the notary fee depends on the material interest in the transaction, and foreign persons without a Bulgarian EGN or LNC are subject to entry in the BULSTAT Register.
The final transfer of title takes place by notarial deed before a notary at the location of the property. Bulgaria and Ukraine have a Treaty on Legal Assistance in Civil Matters: documents issued or certified in one of the states can be used in the other without additional legalization, but they require translation into Bulgarian and certification of the translation.
