Norway allocates 500 million Norwegian kroner to Ukraine for social payments

The Norwegian Ministry of Foreign Affairs on 6 November announced that Norway is allocating 500 million Norwegian kroner (about $53 million) to support the state budget. The funds are intended to finance pensions, salaries of public-sector employees and social payments at the beginning of 2027.

The funding will come via a multilateral donor trust fund of the World Bank that reimburses verified expenditures of the Ukrainian budget. This is Norways first contribution to financing civilian expenditures of the state budget for 2027.

According to the report, the funds will help cover the states financing needs at the turn of 2026-2027. The assistance was announced by Espen Barth Eide after a meeting with Ukraines Minister of Foreign Affairs Andriy Sybiha in Warsaw, although no specific transfer date was given.

“Support for Ukraine involves not only military assistance, but also ensuring the continued operation of public services during wartime,” said Norways Minister of Foreign Affairs Espen Barth Eide. The funding will be channelled through World Bank mechanisms with verification of budget expenditures before their reimbursement, and will be subject to external oversight.

The Norwegian government stressed that transparency in the use of international assistance, sound public governance and the fight against corruption remain conditions of cooperation with Ukraine.
