Assistance for internally displaced persons (IDPs) for children 3 000 UAH without considering parents’ income: new rules

Accommodation assistance for internally displaced persons (IDPs) for children in 2026 is set at 3 000 UAH per month for each child without regard to parents’ income. This rule was introduced by Cabinet of Ministers resolution No.390 of 18 March 2026, and families that submitted an application by 1 June 2026 received payments from 1 February 2026.

The removal of the income check does not mean the payment became unconditional. A family must meet property criteria, and for children aged 6 and over there are additional conditions on place of residence and education, explained below.

What changed for children of IDPs in 2026

Abolition of the parents’ income condition

Until 2026 the child payment depended on whether the whole family met the income test or belonged to a privileged category. If the parents’ wages pushed the average income above the limit, the child lost the payment along with the adults.

Resolution No.390 amended the Procedure approved by resolution No.332 and separated the child payment from parents’ income. The Pension Fund of Ukraine (PFU) explains that now the family’s property status, the actual place of residence and the children’s education are taken into account.

Amount of the child payment

The amount did not change and remains 3 000 UAH per month for each child under 18. For a family with two children that is 6 000 UAH, with three children 9 000 UAH per month regardless of how much the parents earn.

Payments are calculated per child but are transferred to the bank account of one of the parents or another legal representative. Adult family members receive their 2 000 UAH separately only if they themselves meet the income conditions or belong to a privileged category.

Who the changes affect

The new rule primarily benefits working parents who were previously refused because they exceeded the limit of 10 380 UAH per family member. From 1 February 2026 both children who previously received assistance and those who had lost it became eligible for the payment.

Who is entitled to the child payment

Child’s age and IDP status

The child must be entered in the Unified Information Database of internally displaced persons (IDPs) or be part of the family of an IDP. According to the Pension Fund of Ukraine (PFU), the conditions for entitlement are:

  • children under 6 receive the payment without additional conditions, and for children with special educational needs this age is 7 or 8;
  • children aged 6–18 are entitled if the family lives in an area of active or potential hostilities for which no end date has been set;
  • other children aged 6–18 are entitled if they study full-time at a school or vocational institution at their actual place of residence;
  • distance or blended learning is counted only when no full-time education is available at the place of residence.

Property criteria for the family

Property restrictions are checked for the whole family, even when parents’ income is not counted. A refusal will be issued, in particular, to those who have more than 100 000 UAH in deposits, bought foreign currency, housing or land for over 100 000 UAH, or purchased a car that is less than five years old.

It also matters whether the family owns suitable housing in territory without hostilities. The full list of property conditions is the same for adults and children, so before submitting an application it is worth checking the accounts and purchases of all family members for the last three months.

Children with disabilities

For children with disabilities under 18 the family’s income was not counted even before 2026. They receive 3 000 UAH and are among the groups whose assistance is continued automatically for the next period.

An adult child with a disability from childhood of groups I–II, or group I who is unmarried and lives with the parents, is also considered part of the family. They receive assistance as a person with a disability in the same amount of 3 000 UAH.

Orphans and children under guardianship

Orphans, children deprived of parental care, and persons from their number up to 23 years old receive assistance without an income check. Foster parents, carers, guardians and custodians belong to the category with automatic extension.

The guardian or custodian submits the application for a child under guardianship. They attach a document confirming the legal representative’s authority, and for a child under 14 also the birth certificate.

How to submit an application or a repeat application

Submit online via the PFU portal or Diia

An application can be submitted on the Pension Fund’s electronic services web portal or in its mobile app with a qualified electronic signature. Where technically available, the Diia portal also accepts the application.

IDP status for the child must be registered in advance, because without an entry in the database it is impossible to assign the assistance. A certificate of registration is issued via Diia or a Centre for the Provision of Administrative Services (CNAP).

Submit via CNAP or a PFU service centre

A paper application is accepted by PFU service centres, CNAP and authorised persons of executive bodies of village, settlement and city councils. It can also be sent by post to the territorial PFU office.

The application is submitted by one of the parents or another legal representative. If one person will receive money for other family members, their written consent in free form is required.

Repeat application after refusal

Families that were previously refused because of income need to submit a new application, because the right to the child payment was not restored automatically. The procedure is as follows:

  1. check that the child is in the Unified IDP database and that the family meets the property criteria;
  2. prepare the passport, the child’s birth certificate and, if necessary, a certificate of education;
  3. submit the application online, at CNAP or a PFU service centre;
  4. monitor the decision in the personal account on the PFU portal or learn it via the hotline;
  5. in case of a new refusal request a written decision stating the reason and appeal it.

From which month the assistance is assigned

Assignment from the month of application

The general rule is this: the assistance is assigned from the month in which the application is submitted, and that month is paid in full. An application filed on the 28th gives the same payment for the current month as one filed on the 1st.

The assistance is initially assigned for six months. After that it is extended for subsequent six‑month periods if the family continues to meet the conditions.

Payment for previous months

Initially the recalculation from 1 February 2026 was promised to those who filed an application by 1 May. Resolution No.522 of 24 April 2026 moved that deadline to 1 June 2026, and the Ministry of Social Policy separately reminded applicants about it.

The acceptance of applications with payment for previous months ran until 1 June 2026 and has ended. Families who applied later receive child assistance only from the month of application, without back pay for February–May.

Payment period and automatic extension

Resolution No.1087 of 03 September 2026 increased the maximum number of periods to six, i.e. to 36 months. Child assistance assigned without considering parents’ income is extended automatically if the family meets the property and other criteria.

The sixth period lasts from 1 September 2026 to 28 February 2027. Periods received before 2026 also count toward the overall limit, so each family has its own remaining entitlement.

Calculation examples

A mother with children aged 4 and 9 lives in a safe region; the older son attends the local school in person. She is entitled to both child payments — that is, 6 000 UAH per month — while her own 2 000 UAH depends on the family’s income.

In a family with a 15‑year‑old daughter who studies online at a school in another city although a local full‑time school exists, the schooling condition is not met. She will not be assigned assistance, even if the parents have a small income.

When the child payment can be stopped

Child’s exit abroad

Restrictions on staying abroad apply to children as well. Assistance is stopped if a child stays outside Ukraine for more than 30 consecutive days or more than 60 days in total during a six‑month period.

The period can be extended for good reasons, including treatment, study or participation in competitions. The reason must be confirmed by documents, and foreign documents should be submitted with a Ukrainian translation.

Change of residence or education

For children aged 6–18 the right depends on place of residence and form of education. Moving from a territory of hostilities to a safe community, switching to distance learning when a full‑time school exists, or studying in another settlement can be grounds for termination.

Returning to previously abandoned housing also terminates the payment. You should inform the PFU about changes in family composition or place of residence, because overpaid funds will have to be returned.

Loss of IDP status

When a child is removed from the IDP register, assistance for them is stopped from the following month. This happens, for example, after the family returns to its previous place of residence or leaves for permanent residence abroad.

A refusal or termination can be appealed to a higher PFU authority or to court. The PFU hotline provides consultations at 0 800 503 753, and decisions can be viewed in the personal account on the PFU portal.

Frequently asked questions

Do I need to submit a new application if I was previously refused because of income?

Yes, the right to the child payment was not restored automatically, so a separate application was required. After 1 June 2026 assistance under such an application is assigned only from the month of application.

Does a child studying abroad receive 3 000 UAH?

No, if the child lives abroad for more than 30 consecutive days or 60 days in total and there is no confirmed valid reason. In addition, children aged 6–18 in safe regions must study at the place of their actual residence in Ukraine.

Can you receive child assistance and “єЯсла” at the same time?

These are separate programmes with different conditions, and the rules for accommodation assistance do not list “єЯсла” as a ground for refusal. Since parents’ income is not counted for the child payment, a parent’s employment does not affect it, but it is better to check a specific situation with the PFU.

Will the assistance continue if only one parent is abroad?

Exit restrictions are assessed for each person individually, so a child who lives in Ukraine does not lose the right. If the payment recipient is abroad for a long time, it is worth designating another legal representative to submit applications and receive the payment.
