Payments for children with disabilities from 2027: what Law No. 4955-IX changes

From 1 January 2027 payments for children with disabilities will be calculated not from the subsistence minimum but from a new base amount that cannot be lower than 4 000 UAH. Under Law No. 4955-IX the state social allowance for a child will be at least 8 000 UAH, and together with the care supplement for subgroup A will reach 16 000 UAH per month. For comparison, in 2026 the maximum amount for a child in subgroup A is about 8 840 UAH.

Below we explain exactly what the law changes, how amounts will rise compared with 2026 and who else falls under the new rules. We separately set out the care supplements, the new social services for families and what parents should do before the switch.

Key provisions of Law No. 4955-IX

Entry into force from 01.01.2027

The Verkhovna Rada adopted the law on 19 August 2026 and the President signed it on 15 September. The text has been published, but the new payment levels will take effect on 1 January 2027.

Base amount not less than 4 000 UAH

Instead of the subsistence minimum used to calculate assistance under Law No. 2109-III, a base amount is introduced. It will be set annually in the state budget law and cannot be lower than 4 000 UAH; the draft budget for 2027 provides exactly this figure.

New social services for families

In addition to cash payments, the law introduces social services that the state will fund from the budget. The government estimates that, together with payments, family support may range from 20 to 71 thousand UAH per month depending on the child’s needs.

New allowance for children with disabilities

Minimum 8 000 UAH per month

The state social allowance for a child with a disability under 18 will equal 200% of the base amount. With the minimum base amount this is 8 000 UAH per month regardless of the child’s age.

Comparison with 2026 amounts

Currently the allowance for a child equals 70% of the subsistence minimum for persons who have lost working capacity, i.e. 1 816,50 UAH. Care supplements are calculated from the subsistence minimum for children of the relevant age: 2 817 UAH for under 6 and 3 512 UAH for 6–18 years.

Payment 2026 From 01.01.2027
Allowance for a child with a disability 1 816,50 UAH (70% of the subsistence minimum) from 8 000 UAH (200%)
Care supplement, subgroup A 5 634 UAH up to 6 years, 7 024 UAH 6–18 years from 8 000 UAH (200%)
Care supplement, other children 1 408,50 / 1 756 UAH (50% of the subsistence minimum) from 4 000 UAH (100%) by the conclusion of the medical consultative commission (LKK)
Total for a child in subgroup A up to 8 840,50 UAH from 16 000 UAH
Disability from childhood, groups I/II/III 2 595 / 2 076 / 1 557 UAH from 8 000 / 4 000 / 3 000 UAH

Difference between subgroup “A” and others

For a child in subgroup A the care supplement will be 200% of the base amount, so the total payment will be no less than 16 000 UAH. Other children for whom a medical consultative commission (LKK) has confirmed a need for care will receive a supplement of 100%, bringing the total to 12 000 UAH. If the disability was caused by an injury from explosive objects, the allowance will be increased by an additional 50% of the base amount.

Care supplements for a child

Supplement levels

For children the supplement will be 8 000 UAH for subgroup A and 4 000 UAH for other confirmed care needs. Adults with disability from childhood in group I will be paid 8 000 UAH for subgroup A and 4 000 UAH for subgroup B, and single persons in groups II and III who require constant care will receive 3 000 UAH.

Which parent receives it

The allowance and the care supplement are assigned to one of the parents, a guardian or another lawful representative with whom the child lives. For children in full state custody part of the payments will be credited to their individual accounts.

Procedure for registration

Those who already have a supplement assigned will have it recalculated automatically under the new rules. New assignments are made on application via the Pension Fund, the Administrative Services Centre (CNAP) or the social protection authority, and the need for care is confirmed by the conclusion of the medical consultative commission (LKK) or a decision of an expert team.

New social services

List of services in the law

The law adds services that the state will fund from the budget for five years from 1 January 2027. Families will be able to receive the following forms of support:

  • a combined early intervention service for children from birth to 4 years with developmental disorders or at risk of them;
  • support during inclusive education;
  • comprehensive development and care for children with disabilities;
  • temporary respite for parents, including a two‑week break once a year.

Who provides them in the community

Early intervention will be provided by a social manager and a multidisciplinary team who together with the family will draw up an individual plan. Other services will be organised by the community through municipal or non‑state providers, and after the five‑year funding period part of the services will be gradually transferred to local budgets.

How to apply for a service

You can apply to the social protection department or the Administrative Services Centre (CNAP) at your place of residence. Specialists will assess the family’s needs and determine which services and in what volume they are entitled to receive.

How to prepare for the switch to the new payments

Recalculation automatically or by application

The government says supplements already assigned will be recalculated without an application. The Cabinet of Ministers must clarify the procedure for recalculating the allowance itself, so follow announcements from the Ministry of Social Policy of Ukraine (Ministry of Social Policy) and the Pension Fund.

Documents to update

To receive the higher supplement you need a current decision on the child’s disability and, if necessary, the medical consultative commission’s (LKK) conclusion on the need for care. It is best to start preparing in autumn 2026:

  1. check the validity period of the child’s disability decision;
  2. find out whether the LKK conclusion on care is included in the file;
  3. update bank details and contacts with the Pension Fund;
  4. ask your community about available social services.

Timing of the transition

The new amounts will apply from 1 January 2027, and the first payments at the new rates are expected for January. If a supplement has not been recalculated, contact the Pension Fund by phone at 0 800 503 753 or submit a written application.

Frequently asked questions

Do I need to submit an application for recalculation in 2027?

If a care supplement is already assigned, no application is required; it will be recalculated automatically. A new supplement, for example after an LKK conclusion, is assigned on application.

Who receives the care supplement?

For a child it is received by one of the parents, a guardian or another lawful representative. From 2027 the amounts will be 8 000 UAH for subgroup A and 4 000 UAH for other children with a confirmed need for care.

Which new services will be available from 2027?

These are early intervention for children up to 4 years, support for inclusive education, comprehensive development and care, and temporary respite for parents. The state will fund them for the first five years.
