Grants for veterans and internally displaced persons (IDPs) in 2026: «Vlasna Sprava», Ukrainian Veteran Fund and other programmes

Several state programmes provide grants for veterans and internally displaced persons (IDPs) in 2026, each with its own rules. The main one, the «Vlasna Sprava» 2.0 programme, from 9 September 2026 gives veteran businesses and displaced persons with prior entrepreneurial experience a +20% bonus to the base amount, while the Ukrainian Veteran Fund (UVF) runs the «VARTO» competitions with grants from 500 thousand to 1.5 million UAH.

Separately there is a UVF compensation of up to 20 thousand UAH for business purchases, state grants for orchards, berry farms and greenhouses, and free vocational adaptation for veterans and their family members. Below we explain who can apply, where to apply, what amounts are available and which mistakes to avoid.

«Vlasna Sprava» 2.0 for veterans and IDPs

+20% bonus for veteran business

The updated programme has been operating since 9 September 2026 under the rules of the resolution of the Cabinet of Ministers of Ukraine (CMU) No. 616 of 15.05.2026 and has two tracks. Start‑up grants range from 100–300 thousand UAH (up to 500 thousand UAH with bonuses), and scaling grants from 0.5–1.5 million UAH (up to 2.5 million UAH with bonuses).

Veteran businesses receive a +20% top‑up to the base amount, which can be combined with other bonuses up to the track maximum. If a veteran applied as a natural person, once approved they have 20 calendar days to register the subject of veteran entrepreneurship instead of the ordinary individual entrepreneur (FOP) or a limited liability company (LLC).

Conditions for IDPs and relocated enterprises

Displaced persons receive the same +20% top‑up, but only if they had more than six months of entrepreneurial experience before relocation. The same bonus applies to relocated enterprises, while businesses in frontline territories can receive an additional +30%.

There are no other separate benefits for IDPs in the new edition of the programme. We covered detailed information on amounts, sector bonuses, the obligation to pay taxes on grant amounts and filing through Diia (the government e‑services portal) in a separate piece about the «Vlasna Sprava» 2.0 grant.

What happened to separate grants for veterans

Until August 2026 a separate programme “Grants for veterans” operated under Cabinet resolution No. 1401 of 29.10.2025. Applications under the old rules were accepted until 31 July 2026 inclusive, after which the Ministry of Economy merged microgrants and the veteran track into the updated «Vlasna Sprava».

Contracts signed before that date are executed under the previous terms. New applications from veterans are now submitted on general grounds with a +20% bonus.

Grants from the Ukrainian Veteran Fund

Who can apply to the UVF

The Ukrainian Veteran Fund (UVF) operates under the Ministry for Veterans and finances veteran entrepreneurship from the state budget on a competitive basis. Only war veterans with specific status categories may apply, namely:

  • veterans registered as individual entrepreneurs (FOP);
  • veterans who conduct independent professional activity and are registered as self‑employed (advocates, notaries, doctors, etc.);
  • private legal entities where veterans own 100% of the charter capital or all participants are veterans.

«VARTO» competitions in 2026: amounts and timelines

During the year the fund ran several waves of competitions, and in most of them the grant amount was 500 thousand to 1.5 million UAH. The sectoral competition for school catering allowed requests up to 3 million UAH.

«VARTO: STEP FORWARD» 07.09-29.09.2026 500 thousand – 1.5 million UAH Announcement 30.11.2026

The submission window for «VARTO: STEP FORWARD» closed on 29 September 2026 at 18:00. Public project presentations are scheduled for 17–24 November, and the fund will start negotiations with winners from 1 December 2026.

How selection is carried out

Applications are submitted in the fund’s online system on the UVF contest page, and the budget is filled out directly in the CRM. After document acceptance the selection proceeds in several stages:

  1. Checking the completeness of documents and an anti‑corruption check of the applicant.
  2. Technical screening and verification of the budget for prohibited expenses.
  3. Recommendations from experts and refinement of the project by the applicant.
  4. Public presentation and final evaluation by the Expert Council.
  5. Approval of the list of winners and negotiations on the contract.

Applications must include guarantee letters confirming the absence of other state financial support and that budget funds will not be used for unintended purposes. Winners must report on the targeted use of the grant and submit interim and final substantive reports.

Compensation of up to 20 thousand UAH for business purchases

In addition to competitions, the fund runs the “20 thousand from the UVF” programme, which reimburses up to 20 thousand UAH of expenses for items and goods for a business. It is designed for veteran FOPs and self‑employed persons with the status of a subject of veteran entrepreneurship and operates until the end of martial law.

Only expenses already incurred personally by the applicant and confirmed by receipts or invoices are reimbursed, and funds are transferred only to the FOP account. Repeat compensation to the same person is not provided; payments are made in queue order and within available budget funds.

Status of veteran business and Ministry for Veterans programmes

Law No. 4563-IX and the status of a subject of veteran entrepreneurship

The Law “On Veteran Entrepreneurship” No. 4563-IX came into force on 26 February 2026. It introduced a separate status for veteran business, which opens access to special financing programmes, grants and preferential mechanisms.

The status can be obtained by veteran FOPs, veteran self‑employed persons and legal entities whose founders or ultimate beneficiaries are war veterans. Without it, one cannot claim the bonus in «Vlasna Sprava» 2.0 or the UVF compensation.

How to obtain the status via Diia

The procedure for granting the status was approved by CMU resolution No. 119 of 11.02.2026, and in April 2026 the Government simplified the mechanism. The application is submitted online on the Diia portal, and the granting, termination or renewal of the status is automatically recorded in the Unified State Register of War Veterans.

A certificate confirming the status can be generated in Diia. For applications to the UVF an extract from the register is required, issued no earlier than 7 calendar days before submission.

Vocational adaptation for veterans and family members

The Ministry for Veterans funds vocational adaptation from the budget — that is, training and retraining under the procedure approved by CMU resolution No. 432. Eligible groups include war veterans, their family members and families of fallen defenders, and employment after training is a mandatory condition.

Grants for family members of veterans

What operated until 1 August 2026

Under resolution No. 1401, family members of fallen or missing defenders could receive a grant of up to 1 million UAH provided they created jobs. Spouses of veterans and persons with disabilities resulting from the war were also priority categories for veteran grants.

This format ended with the application window on 31 July 2026. Those who managed to sign a contract execute it under the previous terms.

What options remain

Official communications about «Vlasna Sprava» 2.0 do not mention a separate top‑up for family members of veterans. They can apply on general terms and qualify for bonuses by age, sector, region or job creation.

UVF competitions are aimed specifically at veteran businesses, so relatives should monitor the conditions of each new wave. Free vocational adaptation remains available for veterans’ family members and families of the fallen.

Other «e‑Robota» tracks and regional programmes

Grants for orchards, berry farms, vineyards and greenhouses

The Ministry of Economy resumed acceptance of applications for agricultural grants on 2 February 2026, and they can only be submitted via Diia. According to the ministry’s data as of 25 May 2026, since the start of the year 20 enterprises received 102.5 million UAH for orchards and greenhouses.

A grant is up to 7 million UAH per facility and covers no more than 70% of project costs. For de‑occupied and frontline territories the state finances up to 80%, with the remainder invested by the applicant.

Applicant requirements

The farmer must be registered in the State Agrarian Register. Land for an orchard or greenhouse must be owned or leased for at least 7 years.

Regional programmes of communities and oblasts

Some regional administrations and communities have their own support programmes for veterans, including compensations or microgrants for small businesses. Conditions, amounts and timelines vary, so check official websites of your Regional Military Administration (OVA), city council or the veteran development centre.

Common mistakes when applying for grants

Applying to two programmes at the same time

«Vlasna Sprava» 2.0 does not allow an open UVF grant for similar activities. The fund, for its part, requires a guarantee letter confirming the absence of other state financial support, so simultaneous applications may result in rejection.

No status or wrong business form

The veteran bonus and UVF compensation are only available to businesses with the status of a subject of veteran entrepreneurship. It is worth obtaining the status in Diia in advance and ordering the extract for the fund immediately before submission.

Missing competition deadlines

UVF competitions are open only 2–4 weeks, and the fund does not accept late applications. Monitor announcements on the fund’s website and the Diia portal, and prepare the business plan and budget before the submission window opens.
