The Ministry for Restoration and the Ministry of Economy have signed a memorandum with the services Bolt, Uklon, Uber and OPTI to limit the growth of trip costs in Kyiv during air raid alerts, the suspension of public transport, including the metro, and other emergencies. About this reports.

Cap on fare increases
The memorandum stipulates that the maximum increase in the cost of a trip must not exceed 75% of the base fare. Passengers will retain the ability to set the price themselves, but the apps will enforce upper limits.
As an example, the document states: if the base fare is 200 UAH, the maximum charge will be 350 UAH; if 300 UAH — the maximum will be 525 UAH. The specific mechanisms for monitoring compliance with the limit are described in the memorandum between the parties.

Duration of the restrictions
The restrictions will apply during emergencies that affect the capital’s transport links, in particular during air raid alerts and transport stoppages. The memorandum specifies typical cases for applying the restrictions — for example, when the metro ceases operation or movement across bridges is disrupted.
The restrictions will remain in effect for at least two hours after the all-clear following a red-level air raid alert or until normal public transport services and bridge traffic are restored.
Government response
Prime Minister Serhii Koretskyi said: “We expect operators to take a responsible stance and for other market participants to get involved,” adding that the government will closely monitor compliance with the rules. The parties have agreed to cooperate to implement these restrictions in practice.
The document also notes that taxi pricing is dynamic and depends on the balance of supply and demand, but in the described emergency situations upper limits for fares are established.
