One-off “Winter support” for the 2026–2027 heating season amounts to 19 400 UAH per household. It is available to vulnerable families living in frontline communities in eight oblasts. Applications must be submitted in person only — there is no online option — and the intake runs until 30 October 2026. Below: who is eligible, where to go, what to bring and when to expect the money.
What changed in the 2026 winter support
Amount 19 400 UAH instead of 6 500 UAH
Last winter the state paid 6 500 UAH to each person in the designated categories, and the money could be spent only on clothing, footwear and medicine. This season the amount is three times higher and there are no restrictions on spending. Funds may be used for fuel, warm clothing, blankets, power banks, utility bills or other needs.
Payment per household, not per person
19 400 UAH is paid per household in total, regardless of how many people in it hold privileged statuses. A household is one person or several people who are registered or declared at the same dwelling in a community from the list. So, if an apartment is occupied by a pensioner with a disability and her grandson who is an internally displaced person (IDP), the payment will be a single one.
Cabinet of Ministers of Ukraine resolution No.1084 of 03.09.2026
The conditions are set by Cabinet of Ministers of Ukraine (CMU) resolution No.1084, with explanations provided by the Ministry of Social Policy (MSP). The programme is allocated about 7.4 billion UAH, with part of the funds provided by international partners, including UNICEF and the Ukrainian Red Cross. The government expects to cover more than 380,000 families.

Who is entitled to the payment
Vulnerable categories of households
The right arises if at least one member of the household, on the date of application, is receiving one of the payments listed in the resolution. The list includes:
- pension for disability or state social assistance to persons with disabilities from childhood and children with disabilities;
- housing subsidy or a subsidy for liquefied gas, solid or liquid stove fuel;
- assistance for the subsistence of internally displaced persons (IDPs);
- assistance for children of single mothers, at the birth of a child or for children in large families;
- assistance to orphans in foster families and family-type orphanages, as well as for a child in a patronage caregiver family;
- assistance to non-working pension-age persons who have no right to a pension and care allowances in the cases provided for.
Separately, persons with an established disability, single non-working pensioners and large families may apply even if they do not receive any of these payments. In such cases the status must be confirmed by documents, and singleness is sometimes verified by an act of inspection of living conditions.
Residence in communities from two government lists
The second mandatory condition is actual residence in a community from the official list of the Ministry of Social Policy (MSP). The first list mainly covers communities within 0–20 km of the front line, the second covers the 20–50 km band. Which list your community belongs to determines where to submit the application and the method of receiving the funds.
8 frontline oblasts
The communities from the list are located in Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv oblasts. Temporarily occupied territories are not covered by the programme. Internally displaced persons (IDPs) are eligible only if they receive subsistence assistance and the actual address in their IDP certificate is in a community from the list.
Where and how to submit an application
Pension Fund and Centre for Administrative Services
Residents of communities from the first list may go to a service centre of the Pension Fund of Ukraine (PFU) or to a Centre for Administrative Services (CNAP). Payments here are made by the PFU from the humanitarian account of the Ministry of Social Policy. If more convenient, the application may also be accepted by local authorities.
Local authorities
For communities from the second list the only option is the executive body of the village, settlement or city council or the military administration. Depending on the security situation, applications may even be accepted in shelters or via homeowners’ associations (OSBB). Social services and local self-government bodies assist people with limited mobility.
Why there is no online application
The ministry explains this by the need to identify the person in person and to allow them to choose the method of receiving the funds themselves. Therefore, you cannot submit an application through Diia or the PFU web portal. A lawful representative may apply on behalf of the applicant: a guardian, trustee or another person authorised by law.

The steps are as follows:
- Find your community in the official list and check the oblast and district, because community names repeat.
- Check whether someone in the household receives one of the payments or has one of the statuses from the list.
- Gather documents for all household members and open an IBAN if you want to receive the money to a bank card.
- Contact the PFU, CNAP or local authorities depending on which list your community belongs to.
- Wait for a decision and, if necessary, provide additional documents.
Documents for application
Identity document and RNOKPP
You will need a passport or ID card and the registration number of the taxpayer’s record card (RNOKPP). Documents are required not only for the applicant but also for other household members.
Proof of status and place of residence
If the payment is not assigned automatically, bring documents on disability, large-family status or other privileged status. You will also need proof of registered, declared or actual place of residence; for IDPs — the certificate of registration as an internally displaced person.
Bank account details for crediting
To have the payment credited to a card, provide the IBAN of an account in a Ukrainian bank. A full set looks like this:
- passport or ID card and RNOKPP of the applicant;
- identity documents of other household members;
- document confirming place of residence or IDP certificate;
- confirmation of vulnerable category if it is not pulled from the registers;
- IBAN if you choose a bank account.
Application and payment timelines
Final application date — 30.10.2026
The intake of applications began on 1 September and runs until 30 October 2026 inclusive. People temporarily staying in another community can also apply within this period if they meet the conditions.
When the funds will arrive
Decisions are made within 30 calendar days from the date of submission, and the PFU notifies applicants of the result within three working days. Under the first payment mechanism, disbursements should be completed by 30 November 2026. As of 30 September the first payments were financed for 1,424 households for a total of over 27,6 mln UAH.
How to receive the money
In communities within the 0–20 km zone funds are credited to a bank account or paid via Ukrposhta. In the 20–50 km band funds are sent to an account by IBAN or transferred via Western Union. It is not possible to receive the payment twice via two mechanisms because data are cross-checked between systems.
How the payment affects other social assistance
Not included in income for subsidy calculations
“Winter support” is not counted as part of a family’s aggregate income when assigning social assistance, including the housing subsidy. One-off payments received during the year are not included in income.
Compatibility with IDP subsistence assistance
The payment does not reduce or cancel subsistence assistance to displaced persons. On the contrary, that assistance is the basis for IDPs’ entitlement to 19 400 UAH.
Taxation of the payment
No personal income tax or military levy is withheld from the 19 400 UAH, and it does not need to be declared. The money can be spent entirely on personal needs.
